State Bank Of India [SBI] — amount debited but not refund

I had been doing a transaction of 955.00 to hpcl for booking of gas refill on sbi-epay gateway on 14.11.2018. During processing of payment, sbi-epay gateway got hanged. Amount of rs. 955.00 was deducted from my account but booking was not done. I have waited for my refund for more than 5 days but same is not refunded till date.
Transaction details is upi/[protected]/sbiepay. [protected]@sbi

Therefore, i request to you kindly look into the matter so that my deducted amount may be credited in my account.

As per govt. Instructions I applied for new chip ATM card at nandini layout SBI (11288) branch before before October 30th still I didn't get my card and any other information in my mobile from India post or sbi. Please follow or again I will apply it is to be delivered at doorstep.
