Did a recharge of 103 rupees. Amount deducted, but recharge not received

This is the second time i am facing this pathetic service frm aircel. These guys deduct the amount if you do from online recharge but there is no refund .Last time i did a recharge on 30th august of 279 that is also not solved and on 13th again i did a recharge :

Details are above but no recharge done. There costumer service is very pathetic....
