[Resolved]  Aircel — port message send failed

I am trying to send a port to 1900 but it says send failed, everytime.
Why am i getting this error every time.
I want to change my operator because my current sim card does not support 4g services.
Please help me resolve the issue and provide me the upc code.
I previously complaint the same issue and it got resolved and i also got the upc but why i am getting send failed message again.

A NDMC170317SMS2 pack has been activated on mobile even though I didn't activated it. Rs.2 is deducted from my account daily without any reason . Decativate this service as soon as potential. My mobile is ([protected])

I am trying to change from AIRCEL to AIRTEL as there is no network of aircel at my workplace. But AIRCEL is not providing me the Unique porting code. I have send the SMS requesting UPC many times on[protected] but to no avail. AIRCEL guys please send me UPC.
