Informing Validity Plans

The details of validity plans are not disclosed anywhere. My validity is going to finish in a day (16 Aug midnight). When I went to a shop for recharge of 80 rupees, he recharged but I did not receive the validity. Also, the shopkeeper's balance got deducted. So, I had to pay him 80 rupees without getting any validity. There is no notification about the plans from BSNL at any shop. How will the customer know is there's a change in plan?...

its about broadband speed and disconnect problem

I am having broadband connection with Rs. 800 plan to my land line [protected]. The plan indicates broad band speed is up to 100mbps. It does not indicate what is the minimum assured speed. I am able to get max 0.3 mbps ~ 0.45 mbps at any point of time. Hence many times the net connection gets dis-connected.
