Since i transferred from mangalore to hyderabad i send a letter to bsnl office for disconnect in month of feb, by requesting to reback of caution deposit, but instead of that they are sending bills to old address where i am not there, what should i do

Sir,
mobile no [protected] is not working since last 01 month (approximate) in SIM Only emergency call is displayed. I also Recharge by Rs 36/- on dated 21.05.2017. no massage was came to my mobile for confirmation of mobile recharge validity extension.kindly solve my problem.
