I am pasting a copy of the complaint sent to NSDL here.
My client applied for a PAN on 26, April, 2010 and a acknowledgement receipt and no. [protected] was obtained.
Later using the acknowledgement no.([protected]), It was learnt that the PAN card was dispatched on 7th May, 2010, via first flight courier and the consignment no. ZB0979772 was provided on the NSDL website, using which the shipment was tracked.
The attachments, made to this email are self explanatory.
These courier services never provide a delivery outside town limits (my client lives in the suburbs of Kollam corporation).
The courier service should not have picked up the consignment at the first instance, if they are not sure of the delivery area and create a logistical nightmare to the officials at NSDL and waste the precious time of the applicants who require this PAN for various other govt. purposes.
The first flight web tracking shows that on
8th May - It has been dispatched from origin.
10th May - Arrived at hub (TRV)
11 May - Arrived at destination hub (Kollam)
12 May - Departure from Destination (RTO) Address insufficient.
This is a clear case of gross negligence and lack of dedication from the part of First Flight and big insult to my client, that they claim - 'insufficient address' whereas he has been living there for past 37 yrs.
I request you to please, send the PAN once again via the ever reliable Indian Postal Service and request you to prefer our national carrier and dump these useless courier services.

What happened afterwards,
These guys tracked the courier half way and send it back once again and we collected it from their office later. Since we got it back, we dropped the idea of filing a suit in the consumer court.
