Non Delivery of PAN card and irresponsible customer care

I applied for a PAN card and it was dispatched via first flight courier via Consignment Number : ZB4181618 .
As per the status on the first flight website it was mentioned as dispatched and same was told by their customer care. But actually they did not deliver, infact their delivery guy whose name was found to be Manjunath V signed the Proof of Order himself and wrote my number on it.
Their customer care doesnt take calls anymore...
