Amount debited from axis bank but cash not received from ATM(HDFC ATM)

I have used ATM(HDFC ATM) to withdraw the amount(RS-10000), the amount was debited from my axis bank but cash did not come out from HDFC ATM, i went to the HDFC and they disregard my concern saying that it was technical issue and nothing can be done about it.

Customer service agent harassment

Double amount debited from my debit card at shopping

On 2nd July I tried to make a transaction at 'MAX' shopping store for rs. 606 by using my debit and the transaction was not successful due to some technical problem and then I had to punch my debit card again. So 2nd time the transaction was successful and I got my bill for rs. 606 only from the store.
