We get our hindustan petroleum gas cylinders delivered from "shreeji gas service, charkop, kandivali (West)". They have provided us a very bad service, low product quality and have charged us higher product prices. The product is not tested properly before delivering it to customers, past 3 times we are getting gas cylinders with leakage problems. The mechanic asks for money whenever there is a leakage issue, in my opinion this service should be free of cost since the product itself is faulty. My other concern is that the product is never delivered on time and we are charged more than the actual price written online. Please take this problem into consideration.

Lwhenever i book for refil of the cylinder through my agency, the subsidy therein used to be credited to my following account:
Sbi. Account no.[protected] (Cherpu branch, kerala)
But of late whenever i book for refil through online the subsidy is being credited to my account. No, xxx75 (At indian overseas bank). (Eg. Subsidy of rs.152, 15 for your cash memo no, 1069202 at 18/4/2018 is credited to iob account).
Ofcourse the iob account is also in my name. But how come you are crediting the subsidy to that account which i hve not informed you.
Now, my request to you is to kindly restore crediting the subsidy to my earlier account with state bank of india viz; a/c. [protected] and oblige.

Also kindly record my present active mobile number as [protected].
And make all your future posting in the new number.

Sir, i registered my online hp gas refill booking on ur portal throughy email address ramesh.[protected]@rediffmail.com for hp gas consumer no. 652594, ninad gas agency bandra. But activation link is not send on my given email address. For going to register refill booking email is not valid shown by ur software. This is to inform you that it was wrongly enrolled the “give it up” subsidy option for my lpg connection. So, i request you kindly to deactivate this enrollment, my consumer no. 691998. So that i can avail the lpg cylinders in subsidized prices. It's my humble request to kindly deactivate my “giveitup” option and credit my subsidy in my account as i don’t want to lose my subsidy. I want to avail to subsidy cylinder. I am waiting for your sympathetic consideration at the earliest.

Sir, Myself Mr. Vaibhav Gajbhiye, Consumer no. 623312, from Nagpur had booked a refill on 19th April, 2018 thru the IVR facility. I have not received a refill till date i.e. 27.04.2018. I got a message that my booking has been cancelled with booking no. 549364 on the same day and has asked me to re-book my refill. I have not cancelled my booking and does it take almost 9 days for the delivery of the refill. Also, the delivery boys ask for extra Rs. 20-30 as delivery charges. Are these people not paid for the same. They actually demand the money as if it is their right. I have so many times asked them to check the cylinder for leakage and weight. They straight away deny it. I have never seen them bringing a weighing scale for measuring the weight of the cylinder nor do they check it by putting water. When I was in Baroda, the delivery boys used to bring weighing scale and used to ask for water for checking the cylinder. The boys here are so arrogant that they don't listen only. As a consumer, I have the right if I feel that there is some discrepancy. My distributor's name is Domestic Gas & Appliances and the phone no is[protected] &[protected]. I want the distributor to ensure timely delivery of the refills and to take action against the boys who deny their duties and ask for extra money for bringing the refill to our doorstep. They are already paid for it. Rs. 20 or Rs. 30 do not make a huge difference. But it is not their right. Also, I want the distributor to ensure that the delivery boys check the cylinder without fail for everyone in terms of weight and leakages. And I would like an earliest action against them.

Seriously it has been more than 1 year, i have been facing the same problem of delivering the gas after more than 12 days that too i have to go to the agency and again tell him in words to deliver the gas. What the hell you people are providing service? Either take action against the agency or i will change indian gas from hp.

Whenever I book a cylinder, they don't deliver the cylinder and I have to go to godown to get it.
This has happened many times and still I am not getting the cylinders at my residence and even at the godown, they don't provide the receipt.As the price of LPG keeps on changing, we never come to know about the price as we don't get the receipt.

इस पत्र द्वारा में आपका ध्यान उत्तर प्रदेश के उन्नाओ जिले के हिंदुस्तान पेट्रोलियम कारपोरेशन लिमिटेड के एलपीजी भराई संयंत्र में फैले व्यापक भ्रस्टाचार की ओर खींचना चाहता हु.
महोदय इस प्लांट के एक उच्च अधिकारी ने भ्रस्टाचार को इतना प्रोत्साहित कर रखा है की पिछले २ सालो से ये खुले आम प्लांट में चल रहा है जिसका उदहारण प्लांट के नए टेंडर में नियमो के उल्लंघन से लेकर आपराधिक गतिविधियों में लिप्त लोगों का प्लांट के कॉन्ट्रैक्ट हासिल करने तक देखा जा सकता है और जो भी ट्रांसपोर्टर इसके खिलाफ बोलता है उसको सजा के रूप में आर्थिक नुक्सान पहुंचाया जाता है तथा दोषित व्यक्ति को बचाने का हर संभव प्रयास किया जाता है.
महोदय ऐसे ही एक व्यक्ति जिसका नाम मुकेश कुमार है के विषय में में आपको कुछ बातों से अवगत करना चाहूंगा. महोदय ये वही व्यक्ति है जिस पर प्लांट के उच्च अधिकारीयों की अपार कृपा है की ट्रांसपोर्टर होते हुए भी इनको प्लांट के अंदर के सभी ऑफिस रिलेटेड कार्यों का टेंडर प्राप्त हुआ है जिसके कारन ये प्लांट के सभी कागज़ों को किसी भी समय बदल सकते हैं, तथा किसी भी ट्रांसपोर्टर के कागज़ों के साथ छेड़छाड़ कर सकते हैं. इसी कारन प्लांट में चलती हुई गाड़ियों के कागज़ों के साथ खिलवाड़ करके इस व्यक्ति ने Mohd Javed का फ़र्ज़ी टेंडर डलवाया है.
महोदय ये वही व्यक्ति हैं जिनका प्लांट में झाँसी में गाड़ियां सञ्चालन का टेंडर हुआ है परन्तु अधिकारीयों से चापलूसी करते करते ये व्यक्ति आज आगरा, इटावा, भहेदी, शिवपुरी, उन्नाओ जैसी अन्य जगहों पे एडहॉक बेसिस पर बाजार की गाड़ियां चलवा रहा है. महोदय नियमो के मुताबिक पहले प्लांट के रजिस्टर्ड ट्रांसपोर्टर से कार्य करने के लिए पुछा जाना चाहिए तथा कार्य की विस्तृत जानकारी देनी चाहिए परन्तु आनन् फानन में बस ट्रांसपोर्टर से इतना पुछा जाता है की यहाँ काम करना है या नहीं, और उसके जवाब आने से पहले एवं उचित समय देने से पहले ही कुछ अपार कृपा प्राप्त लोगो को यह कार्य मिल जाता है जिसमे मुख्या व्यक्ति मुकेश कुमार है. महोदय तख़लीफ़ इस बात की है ये कार्य उन्ही रजिस्टर्ड ट्रांसपोर्टर के कार्यमें से दिया जाता है जिनका उसने टेंडर भरा था मतलब जहाँ उन्नाओ भराई संयत्र से पहले झाँसी महोबा, इटावा, लखीमपुर, सीतापुर, वाराणसी तक माल जाने का टेंडर था परन्तु भ्रस्टाचार में लिप्त अधिकारीयों ने कंपनी का फायदा दिखाकर छोटे छोटे प्राइवेट भराई संयंत्र खोल दिए तथा उन्नाओ से काम कम करके वहां से लोड निकालने लगे और अपने ट्रांसपोर्टर को वहां भेजकर कंपनी में अच्छा काम करने की वाह वाही लूटने लगे.
महोदय सच्चाई इस तंत्र से बहुत परे है, महोदय मुकेश कुमार वही व्यक्ति है जिसको श्री अविनाश जैन (प्लांट मैनेजर) के समय में ब्लैकलिस्ट किया गया था जिसका मुख्या कारन गाडी से गैस कटाई करवाना था एवं गैस बेचना था . उन्नाओ प्लांट में सकती के कारन ये व्यक्ति नए प्लांटों में (इटावा, बहेड़ी, आगरा एवं अन्य) गाडी लगवाकर आज भी वही कार्यो को अंजाम दे रहा है जिसका उदहारण हाल ही में सचिन गैस में प्राप्त हुआ जिसमे इनके सञ्चालन के अंतर्गत आने वाली गाडी संख्या UP53BT1132 (ये गाडी अर्पित एसोसिएट्स के टेंडर के अंतर्गत है जिसका कार्यभार मुकेश कुमार करते हैं) से पूरा माल डीलर ने पकड़ लिया की गैस कटाई होकर आया है परन्तु इस बात को प्लांट के उच्च अधिकारियों ने दबा दिया. महोदय इनका प्लांट में गाडी चलवाना फायदेमंद होने से कोई मतलब नहीं है क्योकि इन का मुख्या कार्य गैस चोरी करवाना और बेचना है परन्तु अधिकारियों की कृपा दृष्टि के चलते आज इस तरह की आपराधिक गतिविधियों के संचालक का प्लांट में इतना दखल हो गया है की इन्होने अपना खुद का ट्रांसपोर्टेशन टेंडर डाल दिया है
उन्नाओ भराई संयंत्र में सकती के कारन एवं जोनल अधिकारीयों के दखल के कारन गैस कटाई एवं अवैध रूप से बेच पाना कठिन कार्य है इसलिए मुकेश कुमार उन्नाओ के अलावा हर एक नए भराई संयंत्र में अपनी गाड़ियां भेजते है हैं तथा इस गैस कटाई के कार्यों को अंजाम देते हैं. प्लांट के उच्च अधिकारी को ये बात शुरू से ही पता है तो इसलिए वे अपना कमीशन बांधकर आँख बनकरके इस तरह के कार्यों को उन्नाओ से बहार होने देते हैं तथा मुकेश कुमार को हर कारवाही से बचाते रहते हैं और अन्य सुविधाएं भी मुहैया कराते हैं.
इसी प्लांट में महोदय प्रधान मंत्री उज्जवला योजना भी १/०४/२०१६ से लागू की गयी थी जिसके तहत ट्रांसपोर्टरों को फुल वन वे ईएमआर लोड दिए जाते थे और इन लोड का मात्र ६५% ही भाड़ा मिलता था जिससे ट्रांपोर्टरो को ३५% नुक्सान उठाना पड़ता था, महोदय आपको अवगत करा दू मुकेश कुमार द्वारा संचालित गाड़ियों एवं उनके स्वामित्य की गाड़ियों को निम्न मात्र का ही उज्जवला योजना के तहत माल भेजा गया था तथा पूरा भार कुछ ही ट्रांसपोर्टरों के ऊपर ही दाल दिया गया था जिसके बारे में उच्च अधिकारीयों से शिकायत भी की गयी पर कोई भी कदम मुकेश कुमार के विरूद्ध नई लिया गया.
महोदय प्लांट के अधिकारीयों का ये कहना है की उज्जवला योजना के तहत उन्नाओ के अलावा अन्य प्लांट से कोई माल नई भेजा जाएगा जिसका पूर्ण रूप से लाभ मुकेश कुमार को दिया जाता है क्योकि उसकी गाड़ियां अन्य प्लांटों में चलती हैं. तो ३५% का नुक्सान केवल उन्नाओ के ट्रांसपोर्टरों के मत्थे मठ दिया जाता है. इस योजना के कार्यान्वयन पर आपसे अनुरोध है की इस प्लांट में उचित इन्क्वायरी कराएं क्योकि इस उच्च अधिकारी ने वाह वाही लूटने के लिए एवं अपने प्रमोशन की चाह में प्लांट से अनियंत्रित एवं फ़र्ज़ी उज्जवला योजना के तहत सिलिंडर भेजे हैं जिसका कमीशन उसे डीलर से भी मिलता है.
महोदय आपको ये भी अवगत करना चाहूंगा की प्लांट में कई ऐसे टेंडर निकलते हैं जो फ़र्ज़ी हैं जैसे की प्लांट के अंदर सिलिंडरो की धुलाई का टेंडर निकला जाता है परन्तु ये कार्य आवेदकों के बजाइये प्लांट के ट्रांसपोर्टरों से कराया जाता है और आवेदक द्वारा प्लांट के उच्च अधिकारीयों को मुँह माँगा कमीशन मिलता है जो ट्रांसपोर्टर इस काम को करने से मना कर देता है उसे आर्थिक एवं मानशिक रूप से दंड दिया जाता है.
प्लांट का ये उच्च अधिकारी अपने से निचे काम करने वाले लबोर एवं ड्राइवर गण से बेहद बुरी तरह बात करता है और जो इसकी चापलूसी करता है उसको यह बेहद सुविधा प्रदान करता है, इस बात की शिकायत ड्राइवर कई बार ट्रांसपोर्टर से कर चुके है लेकिन आर्थिक दंड एवं सजा मिलने के डर से ट्रांसपोर्टर कुछ भी नई बोल पाता है.
सभी ट्रांसपोर्टरों पे दवाब बनाने के लिए यह व्यक्ति उनके बिल को पास करने में अड़चने पैदा करने की भरपूर कोशिशे करता है, आज की दिनाक में भी ट्रांसपोर्टरों के कई बिल इसके पास पेंडिंग पड़े हैं और जो ट्रांसपोर्टर इनकी चापलूसी करते हैं जैसे की मुकेश कुमार उनके लगभग सारे बिल समय से पूर्व ही पास कर दिए जाते हैं.
महोदय ट्रांसपोर्टरों पर अपना दबदबा कायम रखने के लिए ये उच्च अधिकारी ड्राइवर एवं डीलरों को भड़काता है यह व्यक्ति डीलरों से कहता है की अपनी मन मर्ज़ी लेबर आप ट्रांसपोर्टरों से वसूलें जिसके तहत डीलर ४ गुना तक लेबर लेने लगे हैं जिसमे से इसका और सेल अधिकारीयों का कमीशन बांध दिया गया है और जो डीलर इससे मना करता है ये अधिकारी या तो उसका लोड कुछ दिनों तक रुकवा देता है या उसे अन्य आर्थिक एवं मानशिक दंड देने लगता है .
इस उच्च अधिकारी को धन का इतना लोभ हो गया है की अब मुकेश कुमार जैसे व्यक्ति भी इसकी भूक नई मिटा पा रहे हैं तो इसने लखनऊ के गैस कटाई सरगना को इस प्लांट के नए टेंडर में अवैध रूप से शामिल कर लिया है जैसे की डी देवेंद्र सिंह ट्रांसपोर्ट जिसने NOC जैसा महत्वपूर्ण कागज़ टेंडर में नई दिया क्योकि उसकी यही गाड़ियां IOCL प्लांट में भी कोट की गयी हैं, परन्तु अवैध रूप से समय निकलने के बाद भी उसकी NOC प्लांट में ली जिसका ट्रांसपोर्टर ने विरोध भी किया परन्तु उनको झूठा आश्वाशन देकर कहा की हम इस NOC को मान्यता नई देंगे परन्तु आज उस ट्रांसपोर्टर को LOI मिलने वाली है क्योकि उसे गैस कटाई से अच्छा कमीशन मिलने की चाहत भड़ती जा रही है, इतना ही नई डीलर को बरगलाकर उनसे टेंडर भरवाया ताकि डीलर खुलकर अपनी ही गाडी से चोरी करवा सके और इस उच्च अधिकारी को अपना कमीशन मिल सके जो की ट्रांसपोर्टर की गाड़ियों से करवाना बेहद मुश्किल हो रहा था और मुकेश कुमार इस अधिकारी की पूरी भूक नई मिटा पा रहा था.
इसी प्रकार अन्य अवैध ट्रांसपोर्टरों को इस अधिकारी ने फ़र्ज़ी रूप टेंडर दिलवाया है जिसने टेंडर के नियमो के विरुद्ध टेंडर डाला है जिसका विरोध कई ट्रांसपोर्टरों ने किया परन्तु उनको दबाने के लिए उनको आर्थिक सजा मिली और उनको १/०३/२०१८ से ३०/०४/२०१८ तक में मजबूर किया गया की नए टेंडर के रेट नई मिलेंगे और पुराने रेट से काम करने को मजबूर कर दिया. और ये धमकी भी दी की २३/११/२०१७ से २८/०२/२०१८ तक भी नए रेट आपको नई मिलेंगे. इस विरोध के कारन ट्रांसपोर्टरों के कई टोल टैक्स बिल बेबुनियाद तरीके से गलत आरोप लगाकर रोक लिए गए है जिनको अभी तक पास नई किया गया है और ये भी धमकी दी जा रही है की आप सभी को आना वाले समय में उज्जवला योजना से पिछली बार से ज्यादा नुक्सान पहुँचाऊँगा और अन्य प्लांट जैसे की सुल्तानपुर, इटावा से एक भी सिलिंडर इस योजना के तहत नई जाने दूंगा क्युकी शिवपुरी, सुल्तानपुर, बहेड़ी, में इनके चापलूस ट्रांसपोर्टर मुकेश कुमार एवं वासिक खान जैसे लोग कार्यरत हैं जिनसे इनका कमीशन बंधा है, पिछले २ सालों ये वासिक खान एवं मुकेश कुमार द्वारा संचिलत फर्मो का RTKM भी अन्य ट्रांसपोर्टरों से ज्यादा दिया गया है (इसकी शिकायत लगभग सभी ट्रांसपोर्टरों पिछले दो साल से कर रहे हैं) जिसका भरपूर कमीशन भी इस उच्च अधिकारी के पास गया, और जब टेंडर ख़तम होने को आय है तब अपने को अच्छा दिखाने एवं बचाने के लिए अंत में ओला सॉफ्टवेयर लागू करने का ढोंग दिखा रहा है जिसको वो अपनी मर्ज़ी से मैन्युअली भी चेंज कर सकता है और मैन्युअली लोड वितरण प्लांट में हो भी रहे हैं, ताकि जब भी ट्रांसपोर्टर अपने कम RTKM के लिए कहे तो उसको बरगलाया जा सके की ये तो OLA द्वारा हो रहा है इसमें मेरी कोई गलती नहीं है.
महोदय बेहद मजबूरी में अपना नाम छुपाकर आपको इस भरस्टाचार से अवगत करा रहा हु मुझे ये पूर्ण रूप से ज्ञात है इस पत्र के बाद ये अधिकारी अनैतिक तरीके से ट्रांसपोर्टरों को परेशां करेगा कृपया करके अपना हस्तक्चेप करके इस भ्रस्टाचार को रोकने की अपार कृपा करें एवं इस अधिकारी को तुरंत निलम्भित कर इस पर कार्यवाही की जाए.
