msedcl connection permanently disconnected

The connection is showing as permanently disconnected.
I have called the customer care and they have asked for new connection application.
Why new connection is required if i have one connection?

For instance, photo of electric meter in the july bill itself clearly shows reading - 21851 where in bill actual/current reading is only 20507, consumption by default 100 units has been considered and bill value for july'18 is rs. 568.86 & for june'18 was rs. 269.23 only....
