I am an us citizen. I was in india as a tourist from sept.13th to dec. 8th.

Got in touch with me through a friend for a 17 day north indian tour from oct.30th 2019 till nov 15th, 2019. I wanted travel in a custom made personal special tour because of my physical disabilities and interests. I researched extensively for specific flight timings, hotels and vehicles to meet with specific special disability needs and also the sights which i specifically wanted to see.
Long before i even arrived in india, i made up complete 17 day itinerary choosing specific flights, hotels, and specific places i wanted to visit at every halt on the tour instead of the cookie cutter tour packages because of my physical limitations.
Mr. Inbanathan promised me that he would fulfill all my special itinerary on my travel list without a doubt.
I had paid rs.3, 33000/-in cash since i didn't have that much money my indian bank account (I do not do electronic money transfers even in usa). I wanted to pay by my bank of america visa credit card which was easily accepted by most of the big shops in small towns to big cites from kanyakumari to rishi kesh. But mr. Inbanadhan refused to accept my credit card saying that he does not have a particular accessible machine to accept my credit card! (It is clearly advertised in issaa world tour advertisement web page that it clearly states that they accept mastercard, visa, maestro and upi) since my itinerary for india trip is so tight, i did not have time to change the travel agent moreover i was sick with diarrhea. So i paid the whole amount in cash withdrawing from different atms (Though i was weak and dehydrated) in installments using my debit cards on 25th, 2019 and paid all of rs, 3, 33, 000/-at my cousin's home. When i asked for a receipt for my cash payment of he said he does not have one and i should trust him! Then i wrote a statement of paying all the charges of rs. 3, 33000/- by hand and made him sign his signature along with my signature with details of payment and the date! (If one pays for a small salt packet in any shop the customer gets a receipt!) he certainly wanted to take advantage of my vulnerable position since the date of departure is five days away and i was physically weak.
He did not stick to my specified itinerary and made certain critical flight reservations and hotel reservations (Without consulting me at all and disregarding my needs) which did not suit my time and physical disability. So, in the course of our travel we had to cancel and re-book two hotel reservations and two flight reservations (One for me and the other one for my nephew who was escorting me) paying additional costs though all these cancellations were due to mr. Inbanthan's mistakes. He said one of the hotels at varanasi refunded rs. 16, 128 for cancellation of three nights. Though he told me that asia air did not refund any money for cancellation of flight i know that they refunded rs. 842! So altogether he owes me rs. 16970/- in total. I did not pursue the cancellation refunds of one other hotel and one other flight reservation.
From the date of november 14th, 2019 i am requesting mr. Inbanathan of issaa world tour to refund the money he owes me. I asked mr. Inbanathan to deposit the money he owes me into nephew, mr. Ravikanth's (My escort on this tour) bank account.
Mr. Inbanathan said that he incurred additional charges and he would pay only rs. 6000/-! I repeatedly requested him to send me the proofs (By e - mail or text messages) of the additional expenses and deductions to see we can look and reconsider. So far he has refused to do so until now! For the past one month he has not even replied to my e-mails, text messages and phone requests at all!
I would much appreciate if you can look into this and guide me to retrieve my refunded money which is taken by my travel agent, mr. Inbanathan?
What are the choices i have, to get back the money he owes me?
Do you know where i can complain about these kind of frauds against foreign travelers — who can not stay in india for long to take them to court or report to proper authorities? I did not experience any thing like this at all through my extensive travel in india so far all these 48 years since i moved to usa.
Please reply as soon as possible.
