If there is a limit by RBI and my account is not upgraded how can the above amount be added to my paytm wallet ? (I got a message that there is a limit by RBI on adding money and the transaction failed)

Above are the details of transaction done on ebay. (But ebay transaction failed)
Inspite of both the transaction failed, they are showing success on Paytm.
I tried to buy an item from ebay using paytm . when I tried to make payment I was asked to add money to my Paytm wallet.I used my SBI Credit Card to add money to the wallet to complete the transaction . Amount of Rs. 8594.04. But when I proceeded to make payment I got a message that transaction failed . it showed the reason that I cannot add Rs 8594.04 as it exceeds the limits permitted by RBI and I needed to upgrade the account. The amount of Rs 8594.04 is charged on my credit card and Paytm shows transaction success but the merchant ie Ebay.in has not received or confirmed the transaction. Please help . I just dont understand where is my money ? I am already charged on my credit card.Please, its a sincere request, help me get my money back.
Please consider this issue on an urgent basis and do the needful.

Following issues are pending with PayTM support. I have mailed them "n" number of times for each issue on [protected]@paytm.com keeping their Service Head and Grievance Officer also in loop at [protected]@paytm.com & [protected]@paytm.com but never got resolutions.
