PhonePe — bill payment got failed after 18 days of transaction, have to pay late fee/surcharge fine

Dear pspcl/phoen pe team,
As i acknowledged by phone pe team on 13.03.2019 that my bill payment from my pspcl account no. [protected] rs. 2080 failed due to unknown reason by service provider.
I want to know the reason that my payment failed. I am providing you transaction id and operator reference id which will be help you and me also.

I am getting frustrated by both pspcl and phone pe for not giving satisfactory answer to my query. Please give me reply for transaction failed and now who will pay for that.

I did a Google Play recharge haven't received the code yet. After I filed a ticket I was assured to resolve this issue with in 24 hours now they are extending 3 more days

On 27 march 2019 i made a payment of 2500 through phone pay app UPI Transaction Id[protected]. the money was deducted from my account and and transfer shown but money is still not reflection in the account transferred. this was a payment that i made for the monthly EMI, due to which i am still being fined in spite of making the payment.
