Reliance Communications — could not port

I have been using your network services from 4 years. As your network services are down in nashik maharashtra. I am forced to port out from your network. I am not able to port out from your network service. As i send a port out request to 1900. I receive a message from 1901 "unable to connect to database"
How can i port out?
Your customer service numbers are also down. Where can i reach you or connect to you. I wanna continue my same number for my future communications. Help me out with it

We have taken 140 series connection from reliance by giving 50000 rupees as initial amount.They clearly said that after cancellation of connection 50000 will be refunded back within 3 months. I have closed my connection in December 2016 but until now i didnot get the funds back.
