For the last 3 to 4 weeks a message comes from 57171 every week and they deduct rs 5 for divya _ 14 or sometime kiran _14 service.
I talked to the bsnl customer care and they told me that bsnl has nothing to do with this service then i asked who is responsible for activation of these services since i do not have taken or requested these services. But they keep saying bsnl is not responsible.
Please let me know what can be done regarding the same

    I had registered a complaint on 15 March 2019 regarding non working of my telephone and broadband with complaint number [protected], but no technician visited and my issue remained unresolved then I complained again on 25 March 2019 with complaint number [protected] for which customer care executive stated that this time my complaint is forwarded to higher authorities and it will get resolved in 48 hours but till today no technician has visited ...

      Dear Sir, Ref: BSNL landline No.[protected]
      With reference to the above landline telephone of BSNL, I wish to keep all informed, that this telephone is not working from 1st March 2019 till day. Umpteen complaints were made to Customer Care many times, their answer is, the problem would be put right shortly. But that shortly does not seem to be coming and the telephone remains to be dead.
      Could somebody in BSNL read this message and put in their efforts to restore the functioning of my telephone. I am very much aware BSNL employees are very lazy, but they need their salary and bonus on time. Even if the subscriber is put to lot of hardship does not bother them.

        I recived a message from no. 57171. That dear user, you have charged rs 5 for the service divya_14. Thanks for using bsnl services. And this message come 7-8 times in a min and they deduct my balance 35-40 rs per day. I just call bsnl coustumer care number minimum 4 times and they give different reason for deduction of my balance. Then i request the employes of bsnl compney to deactivate all my scemes and sirveces and for dnd activation but still my money is deduct from my bsnl no. And i also go in bsnl office but they give me excuse that there system were not working so they can not help us.

          I am receiving fake otp sms from 57171 in my bsnl no [protected] and also from 5711102 saying that i have been deducted some charges for some services divya_14. But i have never done such type of things and i always use my mobile judiciously. But this is spam. I have called bsnl customer, they are totally useless, saying we can't do anything for otp. I request you to escalate the matter. I am already filling an police complain on this matter in my local ps against this spam.

          I am paying a recurring charge on my bi-monthly bill of Rs.500 to BSNL. I don't know what this charge is for. Could the authorities please explain. I don't use the phone at all and wanted to know about the other plans available. At the moment I am on India one plan.

The growth of smartphones has increased our ability to connect and deliver content anywhere on the planet. This phenomenon is making it easier for people to rely on their cell phones for much more than just making phone calls. Telecommunication companies are experiencing large-scale changes to their industry and the world as we know it. Millions of people worldwide now have access to a globally connected network—aka the internet. This has created digital inclusion around the world. New opportunities are changing the way consumers and companies interact online. In the midst of this change, telecom companies are working diligently to handle changing customer expectations. Customers now expect more innovative services that are convenient and easy to use. Telecom companies are decreasing their margins, increasing competition and actively looking for ways to stay relevant and profitable. In the digital age, the world is becoming more and more global. Personal, consumer and business transactions are occurring across countries and across the planet daily. These interactions are happening in real time and with less and less face-to-face contact.

                 

                Fraud in the Changing Digital Environment:

                But Telecom Companies in India are not taking all these vital risks associated with verification of KYC Documents seriously. I would say they just don’t care. Because I had applied for some Mobile Connections with my Electoral Voter Identity Card is GZH2184589. Got the connections activated and using it currently. But later I found that my Electoral Voter card number was wrongly issued to me with No. GZH2184589 instead of my actual Electoral Voter Card No. GZH0027788. The wrong Electoral Card No GZH2184589 actual belongs to UJJAL BAL. It’s a strange that Telecom Companies till date DID NOT found out the ERROR/MISMATCH in my submitted Electoral Voter Card. So it’s clear that they DO NOT CROSS VERIFY any document with issuing authority which can put the country’s SECURITY AND INTEGRITY at SERIOUS RISKS. THIS IS A SERIOUS LOOPHOLE IN THE SYSTEMS.

                 

                As technology advances, global information continues to flow at an increasing rate. This is creating new risk for data privacy, fraud protection and security. Criminals often use fabricated identities to secure telecom services. This type of telecom fraud involves identity theft or the use of fabricated identities during onboarding. This enables criminals to use telecom services such TV, internet services, mobile banking, virtual wallets, and other high-value services for more fraudulent applications. Regulators are becoming increasingly interested in the telecom industry to help fight against nefarious use of mobile devices for terrorist attacks or other criminal activities.

                 

                Leave my case now and assume someone with criminal or with terrorist mindset gets any connections by submitting fabricated identities to secure telecom services. AS USUAL THE TELECOM COMPANIES WILL NOT CROSS VERIFY THE SUBMITTED KYC DOCUMENTS WITH THE ISSUING AUTHORITY AND GUESS WHAT IT COULD BE A DISASTER FOR THE NATION.

                 

                1.       WHY TRAI HAVE NOT IMPLEMENTED MANDATORY KYC VERIFICATIONS?

                2.       IF IMPLEMENTED WHY THE SAME IS NOT BEING STRICTLY FOLLOWED BY ALL TELECOM COMPANIES?

                3.       THERE SHOULD NOT BE ONLY SAMPLE VERIFICATIONS ONLY. THE CHECKING SHOULD NOT ONLY BE DONE ON ANY PERIODICALLY ONLY. TELECOM COMPANIES SHOULD AUTHENTICATE ALL THE KYC DOCUMENTS FOR ALL NEW CUSTOMER AND EXISTING CUSTOMER’S WITH ALL THE ISSUING AUTHORITIES AND THEN ONLY SHOULD BE ALLOWED TO ENJOY UNINTERUPTED SERVICES WITH TELECOM COMPANIES. EACH AND EVERY CUSTOMERS DETAILS SHOULD BE THOROUGHLY CHECKED AND CROSS VERIFIED. NO COMPROMISE SHOULD BE ON THIS. THERE SHOULD NOT BE ANY LAPS.

                4.       AN ONLINE DATABASE SHOULD BE AVAILABLE TO CROSS VERIFY ALL THE SUBMITTED KYC DOCUMENTS.

                 

                Managing fraud can be a daunting task. Legislation often requires monitoring, auditing, collecting and reporting requirements on specific entities. Regulating entities must coordinate these efforts into a fraud-prevention plan. Plus, regulations change, fraud associates must work proactively to comply and protect the companies they work for. Fraud increases have caused a significant monetary burden for the financial institutions associated with the crimes being committed. It has also led to the exploitation of ineffective fraud rules and regulations. In order to face these challenges, businesses must take steps to create robust fraud and risk management standards. Companies need to proactively prevent litigation or fines. They should find real value in the processes of complying with regulations. To actively and effectively fight fraud, cost-value of products that may decrease fraud like identity verification must be added back to fraud prevention schemes. Employees must understand why maintaining these programs are important beyond simply avoiding regulatory fines. It is in company’s best interest to do everything possible to fight and prevent fraud before it can occur.

                 

                The global business climate is rapidly changing, causing compliance and fraud issues to become more complex as well. Many organizations are under the impression that their fraud compliance standards are good enough, yet this is most likely not the case. Companies must update their spending policies as new security threats are detected. This is how businesses need to work to actively to prevent fraud. Criminal fraud involves deceit or dishonest conduct to obtain money or other benefits. Globalization and technological advances have opened the door to massive amounts of criminal fraud. This is because the internet has allowed for the growth of customer not present business interactions. The digital transformation has increased the chance of identity fraud through the theft of personally identifiable information. With this information, criminals can perform account takeovers or open new fraudulent accounts. Today, identity fraud is the fastest growing crime activity on the planet. Few other industries are as competitive as telecom. With a relentless drive to acquire more customers and market share, fraud detection and management is often an afterthought. This tactic is dangerous, because identity fraud can cost telecom companies huge sums of money – and expose them to large amounts of risks.

                 

                KYC processes are a key component for monitoring customer risk.

                 

                The telecom provider must be confident that new and existing users are actually who they say they are. Performing a KYC check during onboarding is great but it is not the only time a KYC check should occur. KYC checks should take place throughout the time a customer account is active. This will give businesses the opportunity to continually assess whether they are doing business with nefarious characters or not. Identity theft is a threat for many people this day and age. This means it is possible for criminals to be using legitimate customer information to access and create accounts online. To deter this from happening, having a system in place to know your customer before they sign up for an account is essential. This allows a business to know more about who they are doing business with before the business relationship even starts.

                 

                Customer Identification Program (CIP) requires that individuals who conduct financial transactions must have their identities verified. It is aimed at preventing money laundering, terrorism financing, corruption and other illegal financial activities from happening. CIP requires all financial institutions to get to know their potential customers and assess their risk level during the onboarding process.

                 

                Hope with this letter Government of India, Telecom Regulatory Authority of India (TRAI) and all other Telecom Companies takes effective steps to SAFEGUARD the interest of the nation.

                  Bsnl is providing very poor service in the town of deulgaon raja. Dist. Buldhana. Bsnl is not providing reliable broadband service and mobile connectivity even after the consumers have paid their bills. This is a scam. Bsnl office isn't concerned about this issue which has been there since last two years. I have tried contacting the local bsnl office and the official twitter handle of the bsnlcorporate for resolving the issue. But to no vail. I need reimbursement of two years of the bills that i paid which is around 15000.

But the amount credited into the BSNL ACCOUNT in two times.. I have contacted call center of BSNL...kindly return the money or carry forward the amount after completion of 74 days ( expiry of plan ) ... but BSNL staff didnot respond...kindly do needful...

                        I am having bsnl mobile and broad band land line connections.
                        I am receiving spam messages to my mobile like love pathshala (54000*) and deducting rupees 3/- for every 3 days for the past one month. Without my consent they are charging. I do not know how they got my number. My broad band land line connection often disconnects. Internet connection is not working properly. I have complained to local bsnl authorities a number of times. But they are not doing anything. But they are sending bills properly. I am having 1199 plan with unlimited calls and data.
                        For the past 2 months i am receiving bills for rs. 1466. Previously it was only rs.1415/-

                        Kindly do the needful to rectify the mistakes.

                            I recharged my bsnl sim for rs. 349 on[protected] and the validity showm in the website was 54 days but on[protected], i received a text message that the validity of my recharge is over and i have to recharge again. My phone number is [protected]. I either need a refund for the recharge or need to get validity of my next recharge extended for as many days as i lost in the previous recharge.

                              Sir for two months our bsnl landline and network connection not working properly. Hardly we get the connection. Progressive work is going on our area. And 29.10.2018 rs 1320/- please resolve it as soon as possible.

                                I am a student away from home and it has been more than 7 days and my BSNL incoming and outgoing services have been disabled. I am not able to make calls or do a bank transaction since then. I am completely helpless!
                                I had a UP East BSNL Postpaid number (+91-[protected]) which I ported into Bihar Prepaid in Feb. Unfortunately, I forgot to pay the bill of January month (Rs. 117) which was due in Feb.

                                Now since my services are disabled, I am running from UP BSNL Offices to Bihar BSNL Offices but officers are not helping by pointing each other and saying that they cant help. Sir, I can not find a way to pay the due bill of Jan. I didn't even get my Rs. 500 that I submitted in BSNL office as postpaid security money. So, if there's no way, I please request you to deduct my dues from my security money, I don't want even the rest of the security money.

                                I tried to reach the BSNL CSC, Customer Service on call complaint lines, twitter etc but my problem has not been resolved. Moreover, the online complaint links are not even working.

                                  I have paid bsnl landlines bill using online bill pay facility from bsnl portal.
                                  money is deducted from my bank account but bsnl portal shows status as initiated only.
                                  i am receiving calls from bsnl office that pay the bill otherwise they will cut the connection.
                                  request you please let me customer care number of BSNL.

                                  I lost my mobile handset alongwith my sim cards in BUS on G T ROAD near Taraori My mobile IMEI no. Was [protected] and sim card no. [protected]. I want to block the sim card so that no one misuse it. I request the bsnl to block my sim immediately.
                                  I have recharged 50 rupees for bsnl number but it didn't get and again after few days recharged with 50 rupees but didn't showing yet what is problem behind this and I want solution immediately and resolve this issue as soon as possible. Make this issue to be resolved with in couple of hours and not to be provide fake resolution towards the issue.

                                    Dear sir,
                                    My my mobile number is [protected]. At 4.10 pm i received a message saying that service video 5 (57111) has been activated for my number and rs. 5 has been deducted from my account. I immediately sent a message to 155223 to stop the service and i received a reply that no service has been activated for my number. Then for what reason rupees 5 has been deducted from my account. I didn't expect such fraudulent activities from a reputed concern like bsnl. Kindly clarify.

                                      Our Land line Telephone Instrument is not working properly and needs to be Replaced with a new one. Exisiting instrument was connected at our Home in 2005. Please take immediate action and restore normalcy. thanks.

                                        This is in regard to my prepaid broadband service at chennai choolaimedu, it is disappointing that my internet connection and service was working fine then suddenly it was observed that last to last week my internet. I already faced this kind of issue and had posted a complaint online on the same site in april 2013 at

                                        Unfortunately no action has been taken to restore the service and worst part it is this issue happens when there happens when there is movement of ip segment. I had attached the respective screenshot.
                                        My question is when internet is working fine, why the configuration are being changed.

                                        Assuming that it is necessary to change the configuration, why are we not testing with the new configuration if internet works fine.

                                        When you have subscriber using your prepaid service it is really annoying that i am not able to reach out to concerned team and no action has been taken against the issue. Wan ip does not have connectivity with internet, ping and traceroute command are failing.

                                        Please do the needful to resolve the issue at the earliest. I have attached the screenshot in this complaint.

                                        Thanks for timely resolving the issue and finally my internet connection has been restored. Please be informed that I am happy and prospective subscriber with 2 prepaid broadband, 2 landline and 3 prepaid mobile connection. Please mark the public grievance at BSNL/HQ/2019/EM-9740. as resolved. @Prepaid Broadband - Special thanks for your prompt reply, immediate action to resolve the issue and followup with respective team. I am marking this complaint as resolved in consumer complaint. My only humble request is not to change the IP configuration or do any lan movement without properly testing the internet connectivity as it can result to avoid future Thanks for timely restoration of my internet services. Happy and satisfied to be Bsnl subscriber..
