Sub: complaint on bsnl bb bill for my phone[protected]A/c no: [protected]).

I have received the message for my bsnl bb bill (With out details)
Of rs. 3428 against bsnl account number [protected] generated on 06-dec-16 and to pay before 27-dec-16.

In this connection i have to inform the following details of my bsnl phone & internet connection:
1) in the month of february i have shifted from ashoknager to suchitra center. (Phone at my old home no:[protected].
2) on my request to shift the phone, the bsnl have allotted phone number as 27235154 for my new address after disconnecting phone at my old home (No:[protected].
Balance deposit amount of old phone is due to me from department.

But connection was not given @ my new address:flat 508, tnr north city residences near suchitra center on nh 44 service road
Jeedimetla village

3) after several times pursuance, they have informed that they have canceled the number allotted to me & asked me to apply fresh application for phone & internet connection to allot through fiber cable.

4) after paying prescribed fee along with application, i was informed on 22/3/2016 that number :29801392 has been allotted.
Receipt no hyd[protected]. Paid rs 1145. On 21/03/2016.
Even though the bsnl have allotted my phone number as 29801392 in the month of march they have not activated the service (Phone & internet) even after contacting the concern ato & dto.
The contractor karnakerreddy has contacted me and asked to apply again only through him to give connection in our complex: flat 508, tnr north city residences, suchitra center, hyderabad 500067. As such i have paid again rs. 3318/- per 3 months for 80gb @16 mbps

5) my bsnl service was activated on 24/8/2016, but the bsnl agent/ contractor karnaker reddy has given connection on 28/8/2016 night that to after several requests.
2) my plan is uld 995 and i have paid rs 3318/- as 3 months advance to get waival offer duly enclosing documents showing as i am retired government officer along with application.
3) my first bsnl erroneous bill received on 11/9/2016 through email.
In the bill for august it is mentioned current month bill amount as rs 2885/- (Connection was given on 28/8/2016).
I have given complaint to rectify the bill as per my plan from period 28/8/2016 and improve the speeds & service without disconnection.
Subsequently i have paid as per bsnl messages i) rs. 275/- in october &
Ii) rs. 222/- on 22/11/2016. Now i have received message to pay rs.3428/- with out detailed bill.

Further the amounts due from bsnl: 1) old phone 27637154 balance deposit amount & advance deposit towards std/ isd.
2) 2nd phone 29801392 application amount rs 1145/-
3) ont waiver amount
4) discount as i have retired as government officer (Superintending engineer. Details enclosed along with my application).
I request you to look into the matter to refund the above amounts or adjust in the present bill and send the revised bill at an early date.

I have received the message for my BSNL BB bill (with out details)

i.e BSNL Combo ULD 995 VDSL CS55.
under special offer i.e

        We have been trying to settle the outstanding dues to BSNL on closing of the service provided by them. BSNL Ernakulam is not cooperating to settle the outstanding. The outstandings include bills for the period for which no service was provided. Also the services were not discontinued though we did request for cancellation of services. Department did not send any request/letter giving the details of outstandings. We are being threatened/pressurised over phone for settling of the dues.

            I want to deactivate the BSNL hungama plan as soon as possible. do it immediately.                 I got a new sim card from bsnl. As soon as put the card in operation, bsnl a flood of "buzz" started flowing for services at some cost. Why do i call it sharp practce?
                A) the message appeared on the screen in english - which many cannot understand
                B) for "ok" it asked to press the button which is normally used to see options, i. E. If one reacted by pressing the key which is the default key for options bsnl takes it as ok for the payment
                C) by not giving the route for ok via an intermediate step of options, bsnl sets a trap for the new users. As a fair practice the route for an agreement to pay be at least a two step process via options etc.

                  Bsnl said every sunday has a free calling offer but most of the time landline is not working in sunday. if we complaint to the customer care they irresponsibly said sunday is holiday, you have to do whatever you want. if we complaint on saturday they said we solve problem on next day.i dont know you take my complaint or not but this is our customer rights.

                        I am a costumer of BSNL GSM postpaid with account no.[protected]. I have found that BSNL has overcharged me for the month of Sep 2016 by charging me a bill of 855Rs with invoice no.[protected].
                        This charge is due to the extra Internet Data used by me beyond 2GB of free data as per my plan. But on 30th Sep 2016 I have checked the Data usage by sending the message to BSNL and it says 1738MB used till 30th Sep 2016 time 22:24. So it’s clear that there is overcharging in Data Usage.
                        For this issue I tried to contact the BSNL through call, email and personal visit to BSNL office. But still they are refusing to accept their mistake. BSNL employees are saying that I have used 2442MB in the month of Sep 2016. I have shown them the message received from BSNL which says data usage of 1738MB till 30th Sep 2016 time 22:24 but they are not accepting it as well.
                        Now they have disconnected my outgoing and incoming Calls, SMS and Data. As standard procedure I have raised my concern to 1) Costumer care 2) Grievances Online and then 3) Appellate Authority but it did not helped me.
                        So I request you to see this matter and provide some resolution.

                          The receipt for the post bill of my mobile although paid on[protected] by me not generated and although checked in my mail address [protected]@yahoo.com but the SMS is received by from BSNL Portal Ref Id ; MGSM[protected]AT 21 HOUR 13 MINUTES AND 25 SECONDS that the bill is paid. Kindly the PDF copy of the bill generated to my e-mail address as mentioned as [protected]@yahoo.com .

                            My broadband connection installed under number[protected] at H.no 13 Indra Colony Shahaganj Agra on the name or Ajay jain.
                            Broadband is not working properly. It fluctuate several times. Wifi signal comes and goes abruptly. That hamper the net connection.
                            Kindly send service engineer to resolve this issue. It happens since one month.

                                My phone No.[protected]. Name P.H.Vishnu. Upgraded from 4mbps to 16 mbps in the month of June, 16(995 combo). The problems of
                                (a) frequent dis-connection and
                                (b) low speed - never got 16 mbps.Got as low as 20 kbps sometimes. Most of the time less than 6 mbps speed, constantly varying from 4 mbps to 6 mbps.

                                Lodged number of complaints right from the day the scheme was upgraded.

                                    I have been getting slow upload speed since a rain in last week.But I have normal download speed.Frequent disconnection of bsnl broadband.Sometimes DSL link light modem was OFF.Sometimes it was ON but internet light OFF.There was also a lot of noise on the telephone line.Whenever it worked, upload speed was slow and maximum upload speed was 192kbps.Earliar it was 512kbps and it never gone more than 192 since last 2 weeks.

                                    Line Rate - Upstream (Kbps) is between 160-192.
                                    Line Rate - Downstream (Kbps) is 2048 and it has no problem.

                                    SNR Margin : 22(Downstream) and 5(Upstream)
                                    Attenuation : 47(Downstream) and 27(Upstream)

                                    I complained to the Selfcare Portal first, then technician came and worked on line and closed the complaint saying "CABLE FAULT RECTIFIED OK" in the Selfcare Portal.Then I complained on BSNL PG Portal.Again the technicians came and done some digging and cleared the line.When the technician was at home i was not getting DSL link properly.After calling the exchange the DSL came and the Upsteam had gone upto 320kbps, but no Internet connection.The technician has gone back after saying that he will change the port in 1 day.After a few hours he has gone, I got the Internet connection back but the Upstream stayed at 192.

                                    Its been 2 days now and the only problem I have now is the Upload Speed.The SNR margin and Attenuation stays same as before.Now the noise on the is gone and DSL link is stable.Also the internet no longer disconnects frequently and i can easily connect to the Internet.

                                    The technician says that only download speed is promised and Upload speed is not promised.If I want more upload speed as promised, I need to have another plan.But i was getting 512 kbps for the last 2 and half years.Now for the last 2 weeks, it hasn't gone up more than 192kbps.I already complained on BSNL Customer Care Portal twice, twice on the number 2228000, once on the number 2225000 and even once on the BSNL Public Grievance Portal.

                                    The complaint reaches the exchange, but they don't do rectify the problem completely.They only check whether I have Internet connection and the download speed.They don't care about what I have to say about the upload speed.They say just 160kbps or 192kbps is enough.I need decent upload speed on the application like online gaming else it will lag and the ping goes high since the data is not uploaded in time.If I get atleast 256kbps the problem may solve, but the technician don't listen about the problem properly.

                                    The guidelines given out by BSNL Punjab says if the Attenuation must be below 45dB and SNR Margin must be above 13dB for a decent connection.It also say the Broadband may work on a value lower than 13 dB SNR Value but there would be likely a slow speed, frequent disconnections and time outs.Similarly Broadband may work on a Attenuation value higher than 45 dB but there would be likely a slow speed, frequent Disconnections and Time outs.This is happening in my case.IT also says, If the Attenuation value is greater than 43 dB then insist for Change of Phone Line (Drop Wire), Jumper, Vertical, DP or Line Pair and if SNR value is lower than 13 dB then insist for a Change of Line (Drop Wire) or Jumper or Vertical or DP or Line Pair.

                                    The technicians are not even looking at these values and says the the Internet connection is fine.They are closing the complaints after checking line and putting CABLE FAULT RECTIFIED OK as the reason for closing the complaint.

                                    I complained on various portals like BSNL PG Potal, DPG Portal in addition to my complaint here.I also complained on twitter accounts of BSNL Corporate and BSNL Kerala.Finally BSNL contacted me about the complaint on twitter.Within that day itself, telephone technician came and fixed the line properly and UPstream Value got back 512 kbps.
                                    Bharat Sanchar Nigam [BSNL] customer support has been notified about the posted complaint.
                                    I had contacted BSNL and they said the upload speeds won't go above 512 kbps as they are can only to give 512 kbps o[censored]pload speeds whereas download speed can vary.
                                    If you are some Youtuber or any other online streamer than this isn't the network you wanna be in as you won't be able to stream at good quality. But,
                                    With the upcoming JioFiber, they might as well upgrade their upload speeds.

                                    Let's hope for the best!

                                        I want to deactivate the BSNLHungama Package immediately. The Hungama package was activated on 06 .12.2016 at around 2.30 PM on 06.12.2016 after i was contacted by Hungama Package personnel from BSNL. I have already contacted in BSNL No 1500.
