My BSNL no. for complaint is [protected] and my contact no. is [protected].
I had registered a complaint around more than a year back, and i even posted it on a consumer complaint site, but nobody from the customer care team, even took notice of that. The link of that complaint is as follows-:

Its a new complaint this time, and it will need urgent resolution, so i have to conversate with the authority, who can take the responsibility, unlike the previous experience.
The case is that I am using this bsnl no. for around 10 years, and it deducts 40 Rs./ 6 months to extend the validity of outgoing. I have to cope-up with this, because many of my contacts have this no. saved, as my contact. Today, i recharged the no. With Rs. 198 for netpack of around 1GB data for a validity of 1 month, but its showing validity for only 1 week. I later was able to notice it, and concluded that this might be done because the no. is showing outgoing validity till 14th Jan, although the sim validity is still to be 29th Jan.
But 1stly any tarriff, and specially data tarriff should not be linked to outgoing validity. And suppose, even if it is linked, than why the recharge is allowed to happen at the 1st place, with amount being deducted.!! Rs. 68 and Rs. 198 recharge give the same amount of data, the difference is that the former is valid for one week and the latter for four weeks. If I wanted a tarriff for one week, then why would i have not used the Rs. 68 tarriff instead!!... The thing that needs focus here is that, had i made a recharge of even around 2000 Rs. for validity of about 90 days, then also the recharge would have been successful, showing that it would be valid for 90 days, but given a validity of 1 day instead, once the payment was made.
I have not started using the netpack, because I want to consult with you, what needs to be done in this situation. Also I want to draw your attention that service is so bad that it is not even showing the data balance given to me!!
The complaint which i made an year back was this, if it cant be read in the link above-: “on 19th july 2014, the validity of my no. [protected] expired...i went to the retailer for recharge...Rs. 37 recharge was done successfully, which gave 6 months extension of validity...but the company also did the same recharge itself, and deducted the amount from my main balance also, and it was just waste, bcz not even 6 more months validity for that was given, it just lapsed...i had taken no step for an automatic recharge from my mobile...and also how can two recharges, which are same, made possible by the company on the same day...”.
No attention from any official was made to this complaint also,

What is wrong with this telecom company.!!why does nobody even reply to the complain!! there are technical issues with other telecom companies also, but atleast they listen to the grievances, and try to resolve them. i had mailed them the original complain on 7th, nowhere are they replying.
Here nobody has even read the mail or complain from bsnl, and the undue advantage being taken by company for deducting balance is just increasing. There is another complain to be added.
On 9th Jan, there was a missed call with a no. Starting from +91... it appears to be an indiain landline no. only. When i called it back for just 7 seconds, it deducted Rs.35. What is this? Why such kind of cheap mechanism to fool the customer is only in Bsnl, not in any other company. Doing promotion might be ok, but what is this way that you are calling from some no. which appears to be landline. And deducting 35 Rs. Even international calls, are 10 times cheaper.
Enough of this. I have got 3 complains pending now, and there has not been any response. Heights of fraud, and zero sincerity towards customer is the law of bsnl. I will keep this complaint chain as a proof while escalating this matter.
Its a gmailchain attached, wherein i sent mails to high bsnl officials, after the customer care was too lazy to even report my complaints. As it can be seen, that BSNL high rank officials do not even see or respond to the mails. Its a one sided mail chain.
Never seen such reluctant attitude in any other telecom service provider company like airtel, reliance, voda etc.

    Hello, on 31 October i have given my BSNL number [protected] for MNP in other network. I already did the MNP process 3 times and submitted the required documents but the number is still not converted into other network i.e Vodafone. Actually My BSNL number is of Chennai and right now i am staying in Pune. So when i call BSNL customer care they are saying like you have to call chennai customer care and when i call chennai customer care the call didn't get connected. Please take some serious action i want to switch to vodafone now, its a long period of almost 3 month and the BSNL is not allowing me to switch to other network. Contact no.       My bsnl landline account number is [protected]. Phone number is[protected]. For the last five months, I have been receiving bsnl bill amount with an excess amount of Rs.800/- due to the activation of hungama music, hungama movies and hungama games. I have not utilized those services and I have been shocked and annoyed to see the difference of amount which makes me financially disturbed. I am surprised without utilizing those services, how an additional charge amount has been levied by the BSNL authorities. If we have been utilized the services, then it is reasonable to charge for those services. Last month itself, I have lodged a complaint to www.bsnlsupport.com. But my complaint has not been attended with. So, please be kind enough to deactivate the services and also to make necessary arrangements to reimburse the amount collected by the bsnl authorities for the last five months.           Taken my case.Case was handed over to mr.Satishkumar agarwal.He has persuid my case.Mr.Rajiv verma came to me at panjim goa and collected rs.253465/- cash.Mr.P.B.Banargy has told me on 23.11.2015 that your work is over and you will get funds rs.1198465.00 in your account.Within 11 working days.Now all three persons has switched off their official mobiles.
          I am not able to contact them because their mobiles are switched off. Sent mail on bima lokpal but getting no response.

                Dear Sir/Ma'am, It is very unfortunate from BSNL team that they have activated bsnl hungama scheme without my affirmation. I think this is very unprofessional move from BSNL, who have called me on Jan -5-2016 regarding the offer. Inspite of asking with them whether they have activated this scheme and telling them not to activate the scheme, the lady dealing with tha call assured that this is only information regarding this scheme and you can activate it after reading the offer. For that she asked my email id, which I told her, still it has been found she has activated the scheme and I am not at all interested in the scheme. If this scheme is still activated on my account[protected], please terminate it immediately.                               I have already paid the bill amt of my phones (2828343, 2820182, [protected],[protected] & [protected]) on 16/12/2015 through online banking with SIB. But the mobile connection is disconnected in the morning. Already, I had registered a complaint on ON 28/12/2015 through bsnl portal. Now, I can see the status is pending . In the previous days and toady, I had contact Bsnl, Irinjalakuda & Bsnl Thrissur Office But no response still this time. BSNL officials said that payment details generated in Hydarabad so we cannot help. What I can do? Please take an immediate action to the above said subject.

                                    I rechared bsnl num [protected] with rs 1011/- for 10 gb data pack on dec 5th 2015 valid for 90 days. But i got message on 3rd jan 2016 that that the data pack is expiring on 5th jan 2016 i.e for 30 days, i called to customer care they said that plan has withdrawn. If the plan is withdrawn theny why it has accepted for recharge. Bsnl is very fraud looting customers with out giving service. I want refund that money or i want that data pack validity
