Bharat Sanchar Nigam [BSNL] — surrender of bsnl postpaid sim

My post paid sim for which i requested to disconnect two months ago not yet disconnect and bill is still coming. The vidhyarayapura (Bangalore) bsnl office from where i had taken sim post paid requested to discontinue on written application, but they denied to take it and advised not to clear bill and tell that is will automatic discontine when it cross the limit of security amounts. BSNL promised 2mbps speed Post-FUP for plans above Rs. 675. However, it seems that it is not the case this month. I'm stuck with what seems to be 1mbps. Even then, that 1mpbs hovers down to 0.6mbps. This is completely unacceptable in 2017.
