Pls Issue me a new gas connection

I booked new cooking gas connection through internet on 2.6.2009 in HPCL Ld. My internet registration no. is 128664. I have not received any intimation in this ragard so far. Please do the needful at the earliest and intimate me on my phone no. 40113242.

Respected sir,

I am a resident of Indore (M.P), few days back i received a letter from your side stating that i can apply for one more gas cylinder and fet it from our nearest dealer i.e.
MANGLIA KITCHEN SERVICES
R -9 -10, METRO TOWERS,
PLOT NO. B-2,
P.U 4 Schno 54,
INDORE
But when i went to the dealer he asked me to buy a 5 kg rice bag n said its necessary otherwise he wont give that new connection to me and said its as per companies rules.
forcefully i have to buy that bag worth Rs. 278 /- which was not worth it.
i dont think HPCL has started any such offer under which you have to buy a rice bag to get a new connection.
i just need your reply and if that dealer is wrong so please take strict action against him, because he is taking undue advantage of peoples needs.
