Vodafone — un necessary deduction

sir,when i chage my sim or put my sim to another mobile they deduct 60 paisa balance everytime i do this......
when i call to cust care they says that i have sent mesage but i did not......................
sir plz help me.......... how to stop this plz send me details on this at [protected]@yahoo.com
