misleading for import duty by dhl india

I have purchased one Casino G shock watch for personal use amount 94 USD(RS 7123.68) Order No[protected] dated 17 November 2018 online from Creation watchses
Creation watches website shown it was free shipping and no other charges details are mentioned
on 20 Novemer 2018 I got mail from DHL stating that There is import duty/tax due on your shipment. The amount is INR 3, 475.55. We will pay your import duty/tax to the authorities...

Hi,

Our dhl shipment reached bangalore on 7th nov and it is pending for clearance till 13th nov. They have sent a mail to approve customs charges.

I have sent them multiple mails requesting for the reason as i see for the old used items there is no customs duty as per http://www.cbic.gov.in/resources//htdocs-cbec/customs/cs-act/formatted-htmls/bgg...

Please refer the appendix section of the above link.

6. Transfer of residence.- (1) a person, who is engaged in a profession abroad, or is transferring his residence to india, shall, on return, be allowed clearance free of duty in addition to what he is allowed under rule 3 or, as the case may be, under rule 4, articles in his bonafide baggage to the extent mentioned in column (2) of the appendix below, subject to the conditions, if any, mentioned in the corresponding entry in column (3) of the said appendix.

Please note,
- i have stayed 2 and half years abroad
- i am returning back in first week of december
- appendix 3 wth all used items (Laptop) are allowed with free customs duty

They are not giving the reason explaining why duty is still applicable.

Need clarification in detail. I see that customer representative from dhl is not responding with proper reason hence i am totally dissatisfied with the customer service and raising this complaint. I have asked multiple times to provide link/customs guidelines for the amount i need to pay with proper justification. But of no use so far.

      My dhl awb no. Is [protected]. I order bare pcb from china to india by dhl and pay them at time of order. My order value is near 2500 rs and courier charges is 2200 rs and govt. Imposed 10 % custom and gst 18 % total 28 % so i have to pay 700 rs for import custom duty. They send me clearance delay message for more than 4 day and when delivery boy call me and say 2596 rs you to pay for this. I said how they said that 1400 rs custom duty and 1196 rs clearance charge. When i pay 2200 rs for shipping for oversea they have responsible to all way and i am eligible for pay custom duty only. I ask receipt of custom they said they have no receipt. This is all fraud by dhl india. But lol indian keep quite and pay extra money but i will write a letter to govt. Of india for clear picture, be aware from dhl they are all thief in modern way.

        dhl kyc india team is incompetent

        I received a shipment from pakistan on september 15 and it has been with dhl or customs clearance for over 11 days! I have been following up the shipment every single day and even though dhl are prompt enough to give me details on why it is stuck than how it can be solved!

        The reason being is i used to my company's address and hence the customs...

        I had accumulated some points with an international hotel, and when i redeem those point i got certain gifts which were courier to me by a vendor (From netherlands) and in his invoice the vendor clearly mentioned it as "gift" but still i was charged to pay custom duty by dhl.

        Also dhl did not mentioned while asking for kyc document about this charge, it was once i did all the documentation upload i got a call from them.

        I have emailed them the same asking for the reason but till now i have got no response from them.

          I HAD A PARCEL STUCK AT THE CUSTOMS FOR 4 DAYS WHILE I PAID FOR THE EXPRES SHIPMENT DHL. THEY SENT ME SAME AND SEVERAL SMS SAYING I HAVE TO UPLOAD MY DOCUMENTS ONLINE (BELOW) WHILE I CALLED AND I EXPLAINED I HAVE DIFFICULTIES UPLOADING THEM. I EMAILED MY DOCUMENTS SO THAT THEY UPLOAD THEM. NO WAY, THEY DO NOT WANT TO DO IT FOR YOU.
          THESE EXCHANGES LAST 4 DAYS---I HAD TO UPLOAD NO MATTER WHAT!!!
          THEY DO NOT GIVE OPTIONS FOR SOLUTIONS OR ME PICKING UP THE PARCEL AT THE INDIAN CUSTOMS. NO! NOTHING

            Hello madam,
            I would like to share my experience with your services. My first option among courier services is dhl as my preferences. Recently we have packed 67 kgs of weight parcel to paris, including old clothes, home decors, snacks, pickles, mixis and some decorative brass items, before we dispatch i have got cleared all the formalities and i showed bills as well. Dispatched on (04/09/2018) after one week struggle. Now, we do not know what happened the parcel is returning from hyderabad to vizag and the person your courier agent sekhar (Rtc complex branch) he was saying like need to submit some non antique certificate for brass items. How can we get anti antique certificate for new brass items. Mam, before we dispatch we asked him 100 times like all ok or do we need to clear anything but courier agent doesn’t know anything he said everything will be fine and refined some things like shells and we got back with us. Now the point i am in paris, and your agents can do nothing? And why should i use your dhl, why you have not mentioned before dispatch. I need to know the procedure to bring my parcel to paris. I hope we fill find the best solution. There is no response from your side.

              customs charge levied on product

              Briefly, I had ordered for modeling tools from Cerart (Italy), with a total charge of 100 euros (inclusive of 35 euros shipping).
              It was most dissatisfying to realize that I had to pay an additional 4000 INR as customs charge to the DHL courier at my doorstep. As suggested by the courier person, I did speak to the customer service agent, who mentioned that a customs charge is levied on all items except documents.

              The parcel was to deliver by 25th. It was not picked up on 18th or 19th. The transaction got cancelled. The buyer is annoyed. This will affect our future business. So what should we do. If you can not extend the service or not interested, tell us frankly. We won't disturb you. After assuring the pick up and then withdrawing is not fair. It is a kind of cheating.

              Our client in australia is of the opinion that there dhl is doing fine. It is not the fault of the company, it is the people of the region who run the show. This remark hardly hit our minds.

                This is regarding awb [protected] and the sheer amount of nusence you guys have put me through.

                I have ordered multiple products from newegg india at the same time. And to my # luck this one item was going to get delivered by dhl express. I have received multiple calls from your offices in mumbai, chennai and bangalore asking me for kyc documents that i have submitted multiple times as suggested by you guys. But you guys keep rejecting because of the name mismatch. Despite me attaching a hand written and signed letter declaring that it’s me and the rental agreement on my wife’s name.

                The # blew up the ceiling when you # sent me an email to submit a marriage certificate to prove that she is my wife. I mean you guys must be # crazy to be asking me something like that. You guys can go shove those products in you # incompitent # for all i care.

                I’ve attached pictures of the other products that i’ve received from fedex without any hassle just based on the same documents that you # kept rejecting time and again. Clearly visible in the picture is the fedex parcel i’ve received with the same name and the same address in the same exact format as with your parcel. If they can be customer centric why can’t you # be too???

                I’m gonna make it my life’s mission dedicating 30mins everyday to put you guys down posting screenshots of that preposterous email that you guys have sent me asking for my marriage certificate and other non-sense in the name of kyc on all the social media platforms possible and a hundred times as long as i am reminded of this idiocracy.

I, the Head of Finance dept of this company has uploaded his PAN card as his Identity proof and the Electricity bill of Opulent Auto Care Pvt Ltd for the address proof. But the Approval status is showing as Rejected. Please let me now how to get the KYC documents approved

                    We paid about $100 for shipping our baby's simulac milk powder to have it delivered within 5days.

                    After 6th day, we noticed that it was holding at customs, we have not received an email or any way of finding it until we call them to find out what was the delayed. So firstly not sure what kind of lazy service it is providing with that expense, there are many us companies which does very good job with notification when something got delayed.

                    Secondly, why would the custom charge us another 6000 rupees for 5 milk powder, it seems ridiculous. It was baby's food which was prescribed by the doctors here and they charge for it? I totally understand now, the government is an on fellow hard-working citizens but let got big scandals.

                    That is complete stupidity both on dhl and indian customs.

                    The cost of the powder is $150 and we paying almost $210 dollars to ship + customs. India won't grow if the government is not with citizens. It is really upsetting if you charging tax on baby's food and idiotic response time by dhl.

                    I send bike to Bangalore from Ahmadabad by DHL Aslali branch Ahmadabad on 14th June 2018 . bill no 1863. Concern person give me wrong docket no. And was not responded for 15 days. At last he send this bike by gati kwe courier. Docket no[protected]. I received used bike from him on 9th July 2018.
                    Please explain this mismanagement.

                      We have imported goods vide airway bill no [protected], it is a 9 kgs shipment, it has reached igi airport 10 days back, but its still not cleared.

                      Though i have clarified the end use of the goods, which is automotive parts, but they have appraised it through jeweller. I am continuously mentioning shipment is urgent but they are not taking any initiatives.

                      Yesterday also they have confirmed that noc is received from jeweller appraiser and now it will take 48 hours for clearance. This is disgusting. I have told my supplier never use dhl

                        Hawb bill no. [protected]

                        This parcel my friend sent to me from singapore. My name is bala. But your company application formet ask 1st question is company name. That's only he fill the form 1st my small company name.

                        It's very small car wash station. Doesn't any documents for my car wash station except rental agreement.

                        But your side not accept my rental agreement. Then how to upload my kyc.

                        I talk abt this issue with your staff more than 20 times they r telling same dialogues. They need only company registration details and company pan.

                        It's not possible for very small business. Then how can i

                            Wrt AWB [protected], I would like to present the following points to better establish my case:
                            1) The Consignor personally booked a shipment from Dubai, United Arab Emirates, through DHL Worldwide Express (Dubai) LLC, P.O. Box 6252, Meydan Road, Nad Al Sheba 1, Dubai, United Arab Emirates, VAT Registration No. [protected], henceforth referred to as DHL Dubai, to be delivered to the consignee in Goa, India on Saturday, 10 March 2018.
                            Prior to this, the consignee had duly uploaded his passport pages as a valid KYC document around Thursday, 8 March 2018, via https://www.dhlindia-kyc.com, upon the consignor submitting the latter’s details and email id to DHL Dubai.
                            The shipment’s dimensional weight being 8.50 kgs and total chargeable weight being 15.00 kgs, the consignor was charged a total of 226 AED by DHL Dubai for the shipment. The destination duties and taxes were recorded as ‘paid by receiver’ and estimated delivery date was promised to be Tuesday, 13 March 2018, by end of day. The consignor was assured by DHL Dubai that the shipment would be delivered literally to the consignee’s doorstep by DHL without any extra fees or charges to either parties.
                            2) Contents of the shipment were declared to be whole Cinnamon and Cloves spices according to the copy of the tax invoice submitted to DHL Dubai by the consignor.
                            3) The contents were entered as Bayara Cinnamon Whole by DHL Dubai under ‘description of contents’ in their system, valued at 390 AED and for personal use.
                            4) For his own peace of mind, since he was sending an international courier for the first time, the consignor thoroughly went through the ‘DHL EXPRESS TERM AND CONDITIONS OF CARRIAGE “Terms and Conditions” / IMPORTANT NOTICE’ printed on the DHL Dubai Tax Invoice ( See Attachment # 1) and even checked the following link given in Section 2: http://www.dhl.com/express_import_guidelines
                            India not being mentioned in the drop down list, he clarified the same with DHL Dubai and was assured once again that there is no cause for concern regarding this particular shipment and that it would be delivered directly to the consignee’s address without any hassles whatsoever.
                            Reassured, the consignor gave his go ahead for the shipment.
                            5) On Tuesday, 13 March 2018, the consignee received an email from Mr. Shakti Singh Bayas, henceforth referred to as DHL Mumbai, via email id: Bom.[protected]@dhl.com, stating that the shipment had reached ‘BOM in courier mode’ and to scan and submit the following documents through the same email id:
                            - Clear shipper invoice copy
                            - Item clarification and end use letter, mentioning the HAWB number in the subject line, signed by the authorized person and addressed to “The Assistant Commissioner of Customs, Courier Cell, Mumbai”.
                            Original copies of the documents were advised to be sent to the below address in attention of:
                            Mr. Shakti Bayas,
                            DHL EXPRESS (INDIA) PVT LTD.,
                            Plot no – 66, Road –13,
                            MIDC, Andheri (E),
                            Mumbai – 400093
                            (Hereafter also referred to as DHL Mumbai)
                            6) The consignee duly complied and sent the documents mentioned above in point # 5 via the email id: Bom.[protected]@dhl.com, as well as by courier to DHL Mumbai on Wednesday, 14 March 2018.
                            7) The consignee received 1st Reminder from DHL Mumbai through courier, dated 15/03/2018 and delivered on 19/03/2018, stating that the ‘shipment is detained by customs for filing regular Bill of entry and can be cleared on the submission of the clearance documents from you’.
                            It also stated that Demurrage charges would be applicable on the shipment from 15/03/2018 till the date of clearance of the shipment.
                            It mentioned that in the event of the shipment not being cleared on or before the mentioned date, the shipment abandonment process would be initiated according to Section 48 of Indian Customs Act 1962.
                            A DHL helpline number, [protected], was included to address any queries that the consignee might have.
                            Upon calling the above helpline number, in addition to the above, the consignee was told that Demurrage charges of INR Rs.4.45p per day kg per day or INR Rs.500/-, whichever was higher, were already being levied on the shipment from 15/03/2018 onwards and would have to be paid at the time of shipment clearance.
                            Point to be noted, Demurrage charges were against what was promised by DHL Dubai in points 1 and 4.
                            I would also like to point out here, that no specific date for clearing the shipment was mentioned either in the 1st Reminder or by the helpline executive.
                            8) The consignee received 2nd Reminder from DHL Mumbai through courier, dated 22/03/2018 and delivered on 23/03/2018, to further the first letter sent to the consignee with regards to clearance of the shipment ‘which has been detained by the Customs for filing regular Bill of entary’.
                            It stated that the advised paperwork was not received from the consignor and the shipment abandonment process would be initiated according to Section 48 of Indian Customs Act 1962 if the same was not received before the ‘date mentioned above’.
                            It also stated that additional paperwork might be required in case the Customs require any further clarifications.
                            A DHL helpline number, [protected], was included to address any queries that the consignee might have.
                            Upon calling the above helpline number and stating that the required paperwork was already sent, the DHL executive indirectly implied to the consignee that the paperwork was received. Once more, the consignee was assured that no other charges apart from Demurrage charges of INR Rs.4.45p per day kg per day or INR Rs.500/-, whichever was higher, would have to be paid at the time of shipment clearance.
                            Again, I would like to point out here, that no specific date for clearing the shipment was mentioned either in the 2nd Reminder or by the helpline executive.
                            9) During this time, the consignor spoke to one Ms. Aisha Khan at DHL Dubai, who reiterated the fact that as promised the shipment should have reached the consignee’s address directly on Tuesday, 13 March 2018, without any problems or additional expenses and that DHL Dubai were not aware if the rules were different for DHL Mumbai.
                            10) Concurrently, the consignee was in regular touch with DHL Mumbai and the DHL helpline number regarding the shipment. Apart from two emails from DHL Mumbai, dated 15 March 2018, stating that attachments were missing and the 2nd Reminder, both DHL Mumbai and the DHL helpline number executives positively failed to confirm whether the documents sent by courier to DHL Mumbai by the consignee were received or not. Many times, calls to the DHL helpline number and emails to DHL Mumbai were met with an IVR or an automated email reply.
                            11) The last 2 emails from DHL Mumbai to the consignee, dated 15 March 2018 and 16 March 2018, state that ‘DHL doesn’t have expertise to clear such type of shipments. You can appoint your CHA to clear the shipment. Please check and confirm the same so we can issue DO’.
                            12) From here on, calls to the DHL helpline number said that the shipment was stuck due to the Customs having a problem with the shipment contents and a CHA would absolutely have to be hired.
                            The consignee was shocked to find out from two-three sources that hiring a CHA would cost him INR Rs.10, 000/- at the minimum. Spending an additional INR Rs.10, 000/- plus for a shipment already costing AED 616.00 (AED 390 item expense + AED 226 shipping expense, equivalent to INR Rs.10, 897.04p at the time of writing this) made no viable sense at all to the consignee. Especially, since there was no valid reason being cited for it.
                            13) And now, I wish to reveal that I, the consignee, am at my wits end as to the status of this shipment as I am unable to fathom what exactly is going on with the same!! Why should I have to pay Demurrage charges and hire a CHA for a shipment that was promised to be delivered to my doorstep by DHL Dubai without any additional fees or charges?? Because DHL Mumbai is incompetent to clear such shipments?? Or, because there is no linkage and teamwork among the international branches of a reputed company like DHL?? In my efforts to understand this, I have come across similar cases on my social media and on https://www.consumercomplaints.in/dhl-express-india-b114233; frankly, my distrust in your company is only growing day by day.
                            14) At this point, I have resent the relevant documents via email as well as through Blue Dart courier with reference number [protected] to DHL Mumbai, just to rule out the possibility of them not having received the same. No thanks to them for providing any clarity, just my common sense guiding me.
                            15) In the event that there still is a problem with the Customs, I demand that DHL reimburses the consignor fully to the tune of AED 616.00 in lieu of the shipment, for it is due to the fault of DHL Dubai and DHL Mumbai and their inept handling of the shipment that matters have come to this.
                            16) If what is stated in point # 14 is not agreeable to you, I demand that DHL Mumbai bears all expenses, if any, for the shipment clearance and gets the same delivered to my address without any additional fees or charges being billed to me, not even Demurrage charges, seeing that it is your fault that I am incurring the same till date.
                            17) If both, point #’s 15 and 16, are not agreeable to you, I will be forced to resort to legal recourse against DHL.                             18) I am expecting a prompt reply to my grievance.

                            DHL is such a huge company, but whearas the staff is horrible. and services is hopeless. Acche din nahi aayegai until DHL is Behind. like how petrol prices hike the same DHL is doing, i think cheating customers.i will never deal with DHL anymore and will never suggest anyone.Staff Name Mr.Chaitan.

                              Called up customer service @ rs 3/min to know about the delay on my delivery. After 3 attempts of cutting me off on the midway, 9 rupees already gone by the way, was made to hold for 1 min when finally the call went through. After 7 rupees of giving in the waybill number and other formalities, the woman just pushed the delivery day to next day, never ones explaining to me as to why the invoice says the same day. She hung up on me without saying anything as if she had paid the entire 16 rupees for the call.

                                I had sent a courier consisting of 5 kg of food stuffs and a mobile phone with charger through dtdc ambernath branch. For reasons best known to them they handed over to dhl courier services. Tiday shipment was sent back by dhl to my residence and a custom charge of 9032 rs levied on it. Reasin being salted peanuts not allowed.
                                Now isn't it the responsibility of courier service provider to not include peanuts. Invoice has it mentioned, then why did they accept it?
                                Lot of inconvenience has been caused to my son for not receiving mobile phone on time, foodstuffs are spoilt, financial loss and mental harassment for me.
                                I request a sensitive and sensible solution for this problem at the earliest.
