Finally, on 19-07-2017, IRCTC refunded the amount which was due since 20-01-2017.
After posting this complaint on this site, I emailed IRCTC at "
[email protected] " .
I got the automatically generated response from their side but no further step was taken from their side.
After 15 days, I again emailed them with all the attachments of my previous emails and and the TDR summary PDF file.
Then after 5 days they responded with a confirmation email that my problem has been taken into consideration and they will refund the amount in next 3 working days.
So, whoever is reading this and facing such issues, my friend, keep sending them emails with all the evidences you have . Don't lose hope, sooner or later they have to respond.

Dear Customer,
We would like to inform you that no refund of fare shall be admissible on the ticket having confirmed reservation in case ticket is not cancelled or TDR not filed online upto four hours before the scheduled departure of the train and now TDR filing time limit has exceeded so we are not able to forward your case to concern department.
