exchange vehicle not transferring- jasbir singh

I bought a new car- alto k10 cng from competent automobiles najafgarh on[protected] in my wife- renu's name, and give my old car ALTO -HR12-H-4434 (jasbir singh) to dealer in exchange scheme. i was promised to transfer the old vehicle within 15 days but still not done. Now dealer is not helping in this matter, visited dealership several times but each time says it will take some more time, i donot know to whom they have sold the old vehicle....
