After 8 years of accident they are still delaying payment violating court order

I am renew a motor policy on 01/01/2018 by cash (Expried date 01/01/2018). But till date i am not received my policy,
Threr was some software problem in this case, but this problem was not clear in 2 month. The motor in charge mr. Bhagat was so irresponsible and layer officer and also divition manager is irresponsible too.
