incomplete package and no refund issued after month

I bought set of 5 tubelights on 10th feb 2019 from pepperfry.com. It got me delivered with just 2 tubelights. I returned it them on very next day. And all the time company app showed me that refund has been issued on 19th feb 2019 and provided me a transaction id. Arn : 75503729052027211838618 which is irrelevant as they are saying it is provided by there payment gateway payu. I checked with me bank and they told me there is no transaction....

cancelation of my order

Absolute irresponsible people. They have no cancelation or return policy. I have placed an order by mistake and just wanted to cancel the order. They flatly refuse to do so. The order will not even be shipped for another month. I simply don't understand why can't they just cancel my order and initiate the refund. This is not even my first problem with pepperfry. Never using them again....

They have provided me a retail invoice and when i requested them again and again they provided me a tax invoice for rs 317 whereas the cost of product was rs.11624. Pepperfry refuses to cancel order even though the cancellation request was made within 3 hours of placing the order. When we spoke to customer care, we were informed that they changed the policy a week ago. This change in policy was not intimated to us as we have cancelled orders in the past. table ordered 10 days ago already has bubbles

Being an ecommerce website, why does the pepperfry doesn't have the cancellation option even for the orders that are just confirmed orders.
Why does the government is not giving any regulations for the pepperfry w web site... Rather keeping a small note in the product section they should make the customer aware that there is no cancellations in pepperfry......
