PhonePe — my balance deducted but dish tv does not get recharged

I have recharged my dishtv using my phonepe app my balance of ₹299 get deducted but dish tv doesn't recharge. I want my money back.. Plzz. The service of dishtv is also very very poor, complaint number is out of service and saying the dialed number is wrong, why these people are giving service if they don't want to work for the customers.
