Credit Card Dues not paid

Not Responding for Information and does not providing INB for my account

refusal to issue card

SBI card says "for internal reasons for card issuance" they can not issue card. they do not say what is that "internal issue" because it is internal. their site says, if anybody has in possession of another credit card for 6 months or more..." They make it red starred too so that if that column is not filled up u can not go to the next step. writing to Chairperson SBI is of no use....
