Below is my last payment details.

Now i have been asked to pay an amount of Rs.218.47 for the period 20oct to 07 nov, where my utilization is Zero which is really unfair. attached is my bill.
After Being 15years of privileged vodafone postpaid customer, For past 2 years i have faced a very bad network within Chennai which is Metro City itself, after raising multiple incidents to vodafone custom service center also they were not able to do their best services. no one called atleast issue solved or not. still i never denied to pay my monthly full payment within any delay which can be found in their database also.
When i tried to port my number to other service. vodafone team called and convinced me to give a chance, still after 6 months no improvement even it become worst with unable to register my number to any network in my mobile settings. where i can use other sim in my mobile without any issue.
Finally, i'm done and decided to port my number to another service and found AIRTEL is doing well in providing a good network.
During my visit to the Airtel Office on 3rd November in my native for availing Port service, operator has verified Outstanding balance from my number and confirmed no outstanding balance then only took request for port.
After 1 week my port request has been completed until that time, for that week also I could not do a single call in the network.
For getting bill payments i have received minimum of 50 calls and repetedly i gave justifictation(when there is no network for complete month why should i pay full amount.) for this team mentioned they have logged my concerns and no need to pay bill. After that again we received couple of calls again i said the gave information. If you were not satifiied with my justification, you should call and transfer the call to your higher team to solve then and there.
Now what is the purpose of doing blocking of my number in other network.
This much of activity been done to get the payments where you were able to dig into other network and block the connections why not to satisfy the customer to recify the issue after multiple incidents raised to customer care ?
