Return of MTS card

I have purchased MTS post paid connection No.[protected] on 15 Jan 2015 from Hot Nehru Place as per bill attached. I am not able to use it because of network problem as it is not working on my PC. Bill after deactivation

Very slow speed

I had purchased MTS MBLAZE Ultra WiFi Dongle, Postpaid connection on November 2014 with 550 rs.per month plan.
When I bought, they told me that I would get up to 9 mbps download/upload connection speed.
2.5 months passed but I didn't get even 256 mbps download/upload speed.
