BSNL Prepaid Mobile — most third grade service provider

respected sir,
I am buying bsnl prepaid Rs 56/- topup card in date of 16th April 2008 and time is about 8:00am. When i load our card in mobile message show this card is used. How is it possible ? Becouse I have buying sealed pack card from shopkeepers. I told the custmer care of bsnl prepaid center he replied to me please check this card bsnl main office. And in bsnl office he replied to me your card is used brouchre in date of 1st April2008. How is possible becoz date of purchasing card is 16th April2008 and is it sealed pack. plz check and solve my problem immedietly!
