Noise while talking over a call

My telephone number is[protected].Since 15 days there is a disturbing noise while talking over the call. I have already complaint twice but no one rectify this problem. Sir I m too much trouble without using the phone. I enable to connecting with my relatives & other persons & not doing the urgent work without helping the phone. I am surprised at the fat telephone bill I have received for my landline number[protected]consumer no.[protected] for Feb.-March 2008. Of course, I have taken broadband connection, bought modem paying Rs1248 and an annual subscription of Rs 2698 under 250 Home plan. But I have been billed for a total Rs 6260.My telephone usage is minimum and I have not down loaded/uploaded more than one GB from Net in a matter of 27 days...

The technician informed that there was some problem in the line and there was a complaint raised for the same and since then there was no action taken towards fixing the problem. On Apr-02-2008 a work order was created for providing broadband internet connection in my house in Bangalore. It was told me that it will be done in 10 days. On behalf of my father I am lodging this complain as he is a brain hemorrhage patient and our BSNL landline connection is in his name.
Last year my basic phone (No.[protected] went dead. Inspite of my registered complaint it took about a month to get it functional. But BSNL have charged the rental fees for the dead period. After asking for the adjustment 2 to 3 times I left the things in fear that they might again...

i had complained abt my broadband internet since last 3 month i can't connect to internet after evening.
and i had complained lot time but there is no positive replay. i am unable to connect net and paying money without using net so please do something.

bnsl has any value of his customer or not ?
they can't take seriously any complain. why?
