[Resolved]  Telecom Regulatory Authority Of India — Fair usage policy on unlimited internet usage plans

Dear Sir,
Until recently there was no limit to which a person could download using an Internet Connection labeled as an Unlimited Plan or a UL plan, but recently TRAI has approved the ISP's to put a cap on the usage o[censored]nlimited download users, this is called Fair Usage Policy (hence forth abbreviated as FUP) on unlimited plans.

I believe the users are at a loss as only the heavy users are opting for the unlimited plans and the Internet Service Providers (ISP) are charging accordingly but are not delivering as they have FUP as an excuse.

I have 2 points.

1.If the user the user is paying for the unlimited plan then why can he not have the liberty of the unlimited download? this is clearly cheating on the ISP's part as they cannot decide how much download is enough for a user ! and the FUP are fairly low for most of the ISPs. The users must have the entire right to download as much they want when they are paying for the unlimited plans.

2.If there is a surge in the usage o[censored]nlimited plans which resulted in the ISP's capability to deliver the product they promised hence resorted to Fair Usage Policy, then why are the ISPs not improving their infrastructure to handle the extra load or change the tarrif plans so that users are in the control of how much they want . FUP is essentially making the word unlimited download a lie and this policy must be abolished.

I sincerely hope that the consumer forum will take action action against this treacherous policy.

I’m having a UNINOR connection fROM this month (04.03.2012) 1day before i.e. 4th march 2012. I recharged for RC20 (in which I get Rs 16).But they activate My Music without my permission. After that I called to UNINOR customer care & they telling that it cann't be refunded. I also talk with their senior manager also, but I didn’t get a good reply from them.I asked them that without my permission how they should activate My Music in my connection??? But no reply…That’s why I’m complaining to consumer forum that why UNINOR make consumer FOOL by giving MUSIC?????” I hope that I would get a good reply from consumer forum. With due respect and humble submission I would like to inform you that I avail the facility of BSNL mobile ([protected]) service since 2009 but unfortunately facing network problem at my home location since January 2011. Most of the time me out of station due to business purpose & getting the very good quality of service but at home location facing lots of problem when making or receive call. Now I run my business from my home location and continue staying at home location. Now its to much irritating to use the service at my home location most of the time its showing "NO NETWORK COVERAGE". Before January 2011 BTS was showing MONIRAMPUR3 but now its not working since last 1year, to solve this problem many time lodge the complain to the customer care & local CCN but all effort goes in vain . I know about the MNP facility though I want to go with the BSNL please help me out as early as possible. One more things I want to bring your notice that Easy recharge or Recharge Coupon not available properly in our locality.

sir i have a vodafone connection prepaid no. [protected] on date[protected] my account is dedudcted with 25 rs. when i call customer care than told that it is autorenwal sms pack. after this on[protected] i send a message to vodafone to stop this but again on[protected] myaccount is deducted with 25 rs.without my permission when i call customer care theire is no response
Airtel mobile is in the regular bad habit of deducting amounts from balance

of prepaid mobile nos once they know a subscriber has RECHARGED his mobile

account with a size-ably big amount. This is a very tricky way of making money

which goes unnoticed by many innocent subscribers. However I have decided

to take this matter seriously as per Law.

The complained that has been lodged is very much plausible. How can the Internet Service Provider decide how much download/ what amount of data the user can download? What the Office has to understand is that only heavy users who need to download a large amount of data apply for the unlimited tariff plan and it really is cheating on the part of the ISPs to limit the proper usage of what we, the users pay for. So i would request TRAI and the ISP to kindly consider and, if possible, revise the amendments they've made to limit downloading by 'unlimited tariff' subscribers.

Sub: Threatening & Harassment by Unknown persons from Delhi on behalf of AIRTEL

It is a matter of great regret to report that on 09/05/12 by mobile No [protected] and on 15/05/12 by [protected] two persons, referring them as advocates of Airtel Company, made calls at my mobiles insisting for the payment of Rs.12, 800/= to their authorised persons with threat that case has been registered with Tees Hazari Court under section 417, 418, 419 & 420 IPC where arrest warrant is to issue.

I do not know as to how my mobile number has been given to them as my mobile is prepaid and callers do not specify that in what connection they have lodged complaint in Tees Hazari Court Delhi while I am at Indore and guide me appropriately.

I have Airtel postpaid internet connection card, its number [protected]. On[protected] I paid the bill amount Rs.880/- for the months march and April.We allready lodged the complaint to the company to disconnect the connection but company did not hear our complaint . We are not using this connection since may 2012 .But company send monthly charges bill, this is injustice .In our city Dhule (Maharashtra) the Airtel Relationship Center Shrinath Finicial Services, having mob.no is [protected], [protected].They do not response our complaint.
Please stop this connection.

Dear concern team

This is B N Rana & My mob no is 91+[protected]. I have big complaint about Uninor I called to uninor customer care on 20/06/2012 @ 23:10 and I spoke with Mr. Pasha I told him I am not getting any massage from particular Idea cellular provider and he is telling this not our problems you cal to idea customer care he is not ready to take complain on this issue so I said please transfer the line to your supervisor . he said ok then he hold the line till one hour I was holding the line after one hour line get disconnected automatically after that I have not received any call & SMS also for this issue Please refer the recording call for further clarification . UNINOR Is the such kind of Hapless Company we don’t required this kind of service provider company in our country. This not a single complaint I have lot of issue which they are not ready to solve the issue .


I hope you will take a action against This company (UNINOR Co ) Please revert Me

With reference to my 3G Data Card No. [protected] provided by Reliance Communication, I would like to draw your attention that for the last 20 days I couldn't use the same for not getting the data speed, on complain the issue after so many hurdle, still they are not responding to my issue.
Even they don't provide any platform to raise the complain by hiding their responsible nodal officer's no. Even I write so many mail to their customer care mail ID, but there response is very very poor. Sir, kindly make them compel to solve the graveness as early as possible.

It is a strange system you have adopted that, your officers at Agartala under Tripura State are not sending the bills for the land phones to the customers. On the other hand, the customers are being blamed for not making payment of the bills and thus the telephones are being disconnected.
As for instances, telephone No.[protected] installed in my residence has been disconnected without sending the bills to me and even without any intimation. My presumption is that, your officers are not sending the bills so as to avoid postal charges and thus to show that, the expenditure has been minimised.
This attitude is quite contrary to the interest of the customers of BSNL and also insulting to the customers.
This process of insulting the customers should be stopped forthwith by the BSNL and TRAI authorities, other-wise, they will have to explain the whole in the Court of Law.

I have a mobile prepaid connection NO:[protected] from BSNL. BSNL is activating various packages on its own and deducting money from my prepaid account. On complain they are also not ready to refund the money which they have suo-moto deducted by themselves. I want to ask why prepaid customers are being cheated this way by BSNL. From last 10 days the also deducted Rs. 70 from my account on account.the activate CHAT SERVICE & LIVE TV SERVICE which I had not asked for. Can somebody BSNL from this highhandedness.

It disturbe me with calls for astrology, caller tune etc.This operator automatically activate the astrology pack.When I call to 121 or [protected] they tell that I activate the same on 09.08.12 and balance deducted.They also tell me to call to 777 and to know about the subscription of any pack.I call and heard that no pack subscribed.I sand START 0 to 1909 and have reply that with in 7 days DND will activated.but on 11.08.2012 automatically 25 rupees balance deducted.I call to 121 and 198 for complain and they deny it and tell to call back after 5 hours again and again.They also tell me that taka can't be refunded.
Its nothing but cheating with customer. I also advice to some of my friends to take the connection with lots of thinking.BocZ they are pocket
