Spped downgraded to 1 MBPs even though usage limit has not reached

1. If no electricity available then Internet does not work. 2. No service / support available even after calling customer care multiple times. Hathway doesn't bother about customer's complaints, even if customer has something important work to complete, no support available in day time as well ( i.e. 9 AM to 6 PM).
