Me and my wife have a joint account (Ending with xxxxx6629) with icici bank (No.5, 80 feet road, 7th block, koramangala, bengaluru, karnataka 560095). This account has been opened for recurring deposit and sold to us mentioning that it is a zero balance account.
On 1st october 2017, i have deposited some amount of money but within seconds rs.26000 has been deducted from the account mentioning various mab charges + gst starting from september 2012. Further i had a discussion with icici customer care, they mentioned that i have not maintained minimum balance hence they have deducted the charges. After the discussion they told that they will reverse me 3 latest charges and they have authority to do only 3 and i need to contact home branch for the further reversal. When i visited home branch, they asked me to maintain the balance for 6 months to consider any reversal.
As per the rbi guidelines (Rbi/2014-15/308 dbr. Dir. Bc. No.47/13.03.00/2014-15, ref no. Dbod. Dir. Bc. 53/13.10.00/2002-03) and the terms and conditions mentioned in icici website (Attached the screen shot of the policies) states that
"with effect from april 1, 2015:in the event of non-maintenance of minimum mab, the bank will notify the customer by sms/e-mail/ letter etc. That in the event of the minimum balance not being restored in the account in the subsequent month, non-maintenance of mab charges will be applicable.
In case the customer has not maintained mab for any consecutive month, non-maintenance of mab charges shall be applicable for all consecutive months. The bank will notify the customer in the initial month only in case of non-maintenance of mab in consecutive months. It will be the responsibility of the customer to have a valid e-mail id, mobile number and address updated with the bank at all times, failing which, customer may not receive the notification (S)."
So below are the two ways bank need to inform me about the non-maintenance of minimum balance before deducting any mab charges.
1. The bank will notify the customer by sms/e-mail/ letter etc. If minimum balance not being restored in the account.
2. The bank will notify the customer in the initial month in case of non-maintenance of mab
Icici bank failed two do the both options till 30th september 2017 and deducted me a lump sum amount within a day. During the discussion with the branch manager, i came to know that they failed to follow any rules and they are not able to provide any valid justifications/evidences on the deduction of the charges. The bank is violating the rbi guidelines and the terms and conditions mentioned in icici website and exploiting the customers.
