Indian Railways — Wrong information provided

Wrong information by Customer Care of Indian Railway
Submitted by: NIRAJ
To
The Authority concerned,
Sir,
I, along with my family members, suffered through huge mental agony today due to the wrong information provided to me by the railway Inquiry No.- 139 several times and then the same wrong information provided on two occasions by the Customer Care Representatives due to which we could not travel despite having our reservation.
Sir, I had my confirmed reservation for 12 March 2011 in Train No.12818 (Jharkhand Express) with two seats in the name of Hema Prasad, F-36 and Kartik, M-09 having PNR No[protected] and Ticket no.[protected], amount Rs.- 1672/- from Anand Vihar Terminal to Ranchi.

Before leaving for the station on the day of departure i.e. 12.03.2011, I inquired about the train from Indian Railway Inquiry telephone No. 139 from my landline telephone No. 25641252 and I was informed electronically repeatedly that the train was running late by 26 hours from its scheduled Departure time 19:50 and that the same will Depart from Anand Vihar Terminal, N. Delhi on 13 March 2011 at 22:30. The same information was provided twice manually by the Customer Care Representatives. Naturally, we had no option left but to remain at home despite our full preparation for departure. The next day morning i.e. on 13 March 2011, when I called the Customer Care, they provided the shocking informed to me that the train had already departed on 12 March 2011 at midnight.

Sir, I therefore, request you to kindly look into the matter, register this complain and sue Indian Railway Customer Care for giving me such an irresponsible wrong information by its novice employees due to which I suffered through heavy mental agony and economic loss and couldn’t execute my plan of visiting my home town, the chance that I get only once in a year. Sir, I further request for genuine compensation from Indian Railways so that I somehow may satisfy myself and the same incident may not be repeated again to anyone.
Thanking You, Yours truly, (NIRAJ KUMAR, Mob. No.- [protected] )

Legal Notice for refund of fare charged twice for single journey
This has reference to the tatkal E-ticket with PNR No.: [protected] booked in the name of Mr. Surender, (Age 53), Mrs. Arvinder (Age 48) and Aman (Age 13) trough transaction ID no. [protected] (Rupees 4179) on IRCTC on 25-12-09 for journey on 27-12-09 from Bhusaval to Chennai in 3rd AC of Train no. 2655, NAVJEEVAN EXP Pursuant to above booking a confirm berth no. 1,2 in Coach No. B-1 and berth no. 41 in Coach No. B-2 of the said Train was allotted to Mr. Surender, Mrs Arvinder and Mr. Aman. However, due to inadvertent mistake, Mr. Surender carried a Xerox of his Driving License and Voter ID with him and the same was realized by Mr. Surender while the ID proof was asked by TC (Billa No. 149) at Bhusaval Station. Accordingly, TC has collected Rs.4590/- vide receipt no. H422017 dated 27 December 2009 (the Receipt) from Mr. Surender.

However, TC has tried to do mental harassment to Mr. Surender by saying
      1) If the penalty amount is not paid now, then the amount will become non-refundable amount latter, as TC will do an e-complaint.
      2) The Next staff which will come on TC e complaint will bring the railway police and may ask to leave the train or may take them to jail.
With the above statement from TC has left with no other decision to pay the fine, as TC was always mentioning that this will be refundable at ur Home town.

From the above incidence I have following contentions.

      1. TC has denied the fact that the passenger was traveling without ticket, as he has accepted the above mentioned E-ticket shown to him by the passenger Mr. Surender. Further, he has also not denied the fact that the passenger who was traveling with the said ticket is Mr. Surender as having the Xerox of all the ID proofs. The same can be evident from the Receipt issued by TC wherein the name of the passenger “Mr. Surender” carrying E-ticket is mentioned. Accordingly, it is baseless to say that Mr. Surender was traveling without ticket.

      2. In fact, admittedly, TC has accepted the fact that the person traveling by the said E-ticket is the same for whom the E-ticket was purchased, as TC has mentioned the name of passenger Mr. Surender in the Receipt. Hence, it is beyond any doubts that the passenger who is traveling with the said E-ticket is Mr. Surender, then why Mr. Surender shall be liable for payment of any fine, penalties, etc. for not carrying ID proof even when TC has also identified him as Mr. Surender. Hence, the Indian Railway / TC is not entitled for collecting any sum from Mr. Surender either by way of penalty for not carrying the ID Card or by way of any other charges or otherwise, since Mr. Surender traveled perfectly in compliance of all the applicable rules governing his journey.

      3. Further, it is also evident from the Receipt that TC has erroneously and prejudicially collected from Mr. Surender a sum of Rs.4590/-. Here, I would like to contend that in any eventuality, any passenger not carrying valid ID proof with E- ticket is a technical default and should be liable for penalty and not liable Fare or Excess Fare. It is evident that TC has erroneously, illegally recovered the money from Mr. Surender for unknown reasons.

      4. I would also like to contend that asking for ID proof from the passenger who books the tickets though E-ticket mechanism provided by the Indian Railway is discriminatory, though additional service charges are paid for E-ticket, vis-à-vis the passengers traveling in the same class and in the same train but having tickets other than E-tickets. It is violation of the constitutional rights of citizen of India, of being treated equally with the other passengers traveling in the same class and in the same Train. Further carrying ID proof has also put an additional burden on the passengers (even though having paid extra amount to Indian railway by way of service charges) and causing unnecessary and avoidable difficulties to the genuine passenger.

      5. It is beyond my understanding and I finds it difficult to digest the intentions to be achieved by the Indian Railway by asking for proof of ID of a passenger carrying E-ticket, specially in the given instance, while on the one hand the authority denies the fact that the passenger not carrying valid ID card is not the same passenger in whose name the ticket is issued and on the other hand while issuing the Receipt for not carrying the ID proof, the authority / TC recognizes and accepts the fact that the passenger is Mr. Surender. It is beyond anybodies capacity to understand this anomaly on the part of the Indian Railway.

      6. Form whatever stated above, it is clear that Indian Railway has unjustifiably and illegally collected Rs.4590/- from the passenger Mr. Surender. This has gained the Indian Railway an unjust enrichment of Rs.4590/- by collecting Rs.4590/- (Rs.3840+Rs.750/- of E-ticket) from Mr. Surender for the same journey, in same time, in the same train and in the same class, whereas other travelers have been charged fare as actual for alike journey. The most important thing here is that the person who was traveling was carrying the ticket issued in his name and not traveling without ticket and should have been treated at par with the other passengers who have bought the ticket from the railway counter. Whatever has been done by or on behalf of the Indian Railway in this matter is purely against the law of equality, natural justice, public policy and public interest.

      7. In all equalities, I request you to refund the amount either of an E-ticket of Rs.4179/- or the amount of Rs.4590/- recovered by TC and send the same to Mr. Surender having his address at B-4, Anand Nagar,Near NCC Office, Khandwa 450001.([protected]) as the railway authority cannot charge twice the same person for the same journey having same time, same length of travel in the same class of the same train. Is it not against the principal o[censored]njust enrichment, public policy, public interest?

      8. In case, you think otherwise then I will be left with no other options but to take recourse to the appropriate judicial authority for recovering the above said amount plus compensation to which Mr. Surender is legally entitled to.

      Thanking you

This has reference to the E-ticket bearing PNR No.: [protected] booked in the name of Mr. Chunilal Shah (Age 56) trough transaction ID no. [protected] on IRCTC on 31.03.2009 for journey on 8th April 2009 from Bhuj to Bandra Terminus in Sleeper Class of Train no. 9116 Bhuj BDTS Exp.

Pursuant to above booking a confirm berth no. 44 in Coach No. S-1 of the said Train was allotted to Mr. Chunilal Shah. However, due to inadvertent mistake, Mr. Chunilal Shah forgot to carry his PAN card with him and the same was realized by Mr. Chunilal Shah while the ID proof was asked by TC at Gandhidham Station. Accordingly, TC has collected Rs.630/- vide receipt no. H086044 dated 8th April 2009 (the Receipt) from Mr. Chunilal Shah.

However, from the above incidence I have following contentions.

      1. TC has denied the fact that the passenger was traveling without ticket, as he has accepted the above mentioned E-ticket shown to him by the passenger Mr. Chunilal Shah. 3. Further, it is also evident from the Receipt that TC has erroneously and prejudicially collected from Mr. Chunilal Shah a sum of Rs.630/-, being a sum of Rs.380/- towards Fare and Rs.250/- towards Excess Fare. I would like to inform you that the fare from start to end journey of the said train is Rs.308/- and not Rs.380/-. Further Rs.250/- was collected as Excess Fare. Here, I would like to contend that in any eventuality, any passenger not carrying valid ID proof with E- ticket is a technical default and should be liable for penalty and not liable Fare or Excess Fare. It is evident that TC has erroneously, illegally recovered the money from Mr. Chunilal Shah for unknown reasons.

      4. 6. Form whatever stated above, it is clear that Indian Railway has unjustifiably and illegally collected Rs.630/- from the passenger Mr. Chunilal Shah. This has gained the Indian Railway an unjust enrichment of Rs.630/- by collecting Rs.948/- (Rs.630+Rs.318/- of E-ticket) from Mr. Chunilal Shah for the same journey, in same time, in the same train and in the same class, whereas other travelers have been charged fare of Rs.308/- for alike journey.

      7. charged twice for passenger — Charge Twice the same person for the journey(ticket booked through online E-ticket)

This has reference to the E-ticket bearing PNR No :[protected] booked in the name of Mr.N.V.Chalapathy (Age 50) trough Internet banking (online) transaction ID no. How it will be conformed? But my ticket was not yet conformed why???? Due to inadvertent mistake, of IRCTC Why Should I Punished?? Accordingly, TC (ROY VARGHES) has collected Rs.400/- vide receipt no. AA 538383 dated 6th June 2009 (the Receipt) from Mr. N.V.Chalapathy.

Yes. ID Proof should be removed for eticket.

Etickets should be treated as same as passengers collecting printed ticket from railway stations (itickets) as long as the passenger name is in the chart.

Indian Railway — Payment of ticket fare twice

I am Mr>Sunil Shetty, I had been to Tamilnadu (erode) for some work (from the 5th till th 7th) as it was a unplanned trip i did not have the return ticket with me, and so asked my wife to book a ticket from vashi itself, and she got the ticket booked in Tatkal for the 8th March 11, Train No. 11014. As i wanted the ticket urgently i asked her to scan the ticket and send it to me by mail....I got the ticket and took a printout of the same and boarded the train the next that ie, 8th I also had my Id proof with me, The TC checked my ticket and told me that it is not valid, i explained him my situation and he suggested that i tell some one to cancel that ticket and he will issue me a new one on the same seat...only i have to pay the whole fare again ..but he said once you cancel the ticket taken you will be refunded..so there is no double payment made for the same seat...I was convinced so i paid him Rs-1416, and asked my wife to cancel the ticket, that is when i came to know that the ticket taken in Tatkal cannot be cancelled and refunded...and also that if the PNR No. was given to me i could have collected a duplicate ticket and saved my money.
For verification this is my ticket details : PNR No.[protected], Train No. 11014 and Date 8-3-11 and details for the receipt given by the TC , receipt no -743537
My question is Are the Railway employees not aware about the rules that ticket taken in Tatkal cannot be refunded and cancelled, Is it not the duty of the TC as a government servant to solve the problems that a passenger will have during his journey.

I had traveled in Train No. 2955 (Jaipur Superfast Exp) from Borivli to Surat on 14th January. Around 2025hrs, one vendor from Pantry service came to me and asked for Dinner, I asked what will be there in dinner and he said Dal, Paneer Shabzi, Roti, Dal, Papad and Curd. I placed the same. At 2130 hrs, he has came to me with HARD ROTI, WATERY DAL, CURD AND PANEER SUBZI WHERE PANEER WAS VERY LESS and RICE. I saw the food and asked him what you are serving then he said it the best food. I asked to call his Pantry Car Manager and complain register but he did not. Later on, many pantry vendors and attendant has came to me and argued me to not to complain as they are getting food from outside and not to cook inside the car. I called many time to Manager but he had not come to me. I was sit on B2 – 7 and told him very clearly that if you person will not bring the complain register until I reach Surat then I will complain to railway ministry but he told me that Ministry will not take any actions so better forget all the issue and next time we will definitely take care of food. There was two more person on bearth number 5 and 6 on the same coach and asked the same but no body has bothered to listen against the food.

I want to know only one thing from the Ministry of Indian Railway that we are paying Rs.50 for the dinner inside the train and there can be more than 150 persons (Included Man, Women and Childs) who eat dinner provided by the pantry services, if they suffer of any of the disease then who will be responsible person??????

Sub: Cheating by in train pantry service on price of food.

Hi, I travelled on Prashanti Ex (18464) from SSPN to BBS on 22nd Feb. The pantry in service was charging Rs 62 for a veg meal (which is too high, as I have seen meal @ Rs 35 in other trains). When I checked with the pantry staff on availability of this Rs 35 meal, the vendor (Pulan Kumar; who was serving for S11) refused the same.

I am sure, there must be a basic veg meal standardized by railway with a reasonable price. This can not simply change from train to train. Strict action must be taken against these cheating by in train pantry service. Please let me know, in case additional information is required.

          Thanks

Indian Railways — Train Tickets available in black

                    Hi

I traveled on 23rd dec 2009 from pune to hyderabad in mumbai-hyderabad(7031) express. And i observed that in S5 compartment there were more than 40 tickets booked by travel agents. and the passengers names are matched with the chart name. I complained to the TTE in that compartment. But he never took any action against those tickets.

                    Thanks
                    Ravi

I was traveling from Pune to Gorakhpur on dated 07of Jan'10 & I was shocked to find Bed bugs on my Berth & that too in AC 3 tier.
It was a pathetic condition & I could not sleep whole night due to these bugs.Various other passengers were also affected by these bugs.
Its shameful if this kind of things happen in trains.

Yes. Yesterday my self and my wife spent horrible time traveling on Indian Railways (Southern Railways - Rockfort Express). Bed bugs were everywhere on the 3-tier AC compartment. Co-passengers were in big trouble too. Why the Railways don't take any steps to clean the compartments? This problem was there when I travel last month too. I reported to the Railways authority in Egmore Station (Chennai).

Pregnant ladies, elderly people, children even of age below 3 are traveling who are very sensitive. Should these people have courtesy towards passengers they should react immediately. These people has to understand maintenance is more important than initiating a program.

For pregnant women, elderly people and children below 3, I strongly suggest to avoid Train travel in India unless it is required essentially. Indian Railways still don't posses good transport system or may be don't have knowledgeable people to design the system. They should consider hiring intelligent brains.

JTBS counter near kandivali east railway station, Mumbai has a very arrogant behaviour towards commuters. This incidence occured at 7.30 am on 04/10/2016. A commuter did not have 1 re change hence he gave 20rs for a 11rs ticket although the counter had enough change to return him 9rs but the person at the counter was adamant that he pays 1re, when the commuter questioned when he has enough change why is this an issue the person at counter walked out of booth stating he is not going to dispense ticket to anyone and the rest of public should first ask that commuter to step out of line and only then will he start dispensing ticket. Do commuters hold any value ? Are they at the the mercy of such people who consider that they are doing a favour when they actually are running a business ? Are the JTBS counters created for the convenience of the commuters or to burden them with even more irresponsible behaviour?

The train was scheduled for departure at 6.40 A.M. but it arrived at 8.40 A.M.and departed at around 9 A.M.from New Delhi Railway station. The train was terminated at Jalandhar station without any proper announcement inside the train.A hawker told us that the train has been terminated. I was travelling alone with lot of luggage. The passengers had to shift in train named Hirakud Express which did not have adequate seating capacity & AC CHAIR CAR Coaches. Moreover, the second class coaches were also full & i had to go to Asr from Jalandhar standing .It was not at all properly planned.I had to stand with the crowd near the door of the train. I was mentally & physically harrased as I had to wait for the train for 2 hrs in the morning , get down at jalandhar station with loads of luggage because of which i got a sprain in my hand, then wait for the train at jalandhar station, went standing from jal to asr & reached asr at 7.15 P.M. instead of 2.15 P.M. I demand a compensation of Rs.2000 for the harrassment caused on my way to Asr & the expenditure incurred for treatment of sprain , as well as the full refund of the ticket amounting Rs. 438. Please process the refund as soon as possible.

I was travelling in Coach A2, Berth no. 10, Train No. 8189 on Dec 30 2009 with PNR No[protected] form Bolangir to Visakhapatnam. I found my suitcase missing when the train reached Rayagada station around 5 am. It contained sarees and dresses including gold ornaments worth one lakh.

This was immediately reported to the coach TTE G V Rao.

The only person who left the coach between Bolangir and Rayagada was a passenger in Berth 09, Mr. K C Das Railway Pass Holder No. 956586 travelling from sambalpur to Ambodla.

The person got down at Ambodla at around 4 am was suspected in behavior as he was not asleep at night and roaming around the coach many a times.

There was alapse of duty by AC Coach Attender Mr. A K Mishra who was not there in his assigned coach A2 but was found sleeping in adjacent coachB2 with his friends in the night.

This incident not only happened with me but 5 other passengers travelling in the same compartment.

So I request you to take up the complaint against Railway Pass Holder Mr. K C Das and Coach AttendervA K Mishra.

                                  Dear Mr. Vengaprasad,

This is to bring to your kind attention the trouble we had to undergo during our trip from Chennai to Mangalore on the 03rd of January 2010.

I along with my wife and two children were booked First Class on the West Coast Express, Train No: 6627, from Chennai to Mangalore on 03/10/2010 under reference number:[protected] and Ticket Number 45993834. We were allotted Cabin "G", but were shocked to find that another family - husband, wife and two children - were also officially allotted the same cabin. It was our belief and understanding that only four passengers would be allotted to a cabin and even the seating numbers, 19, 20, 21 and 22, as well as the cabin reference of 4 persons reflected the same.

Having paid the First Class fare for such facilities, it is a breach of trust and deficiency of service to "officially" accommodate more passengers so that the Southern Railways can make "illegal" profits at the cost of the paying passengers as also inflict untold misery and hardship on passengers who have paid the fare in "full" for the cabin facilities of first class. It is such a shame that the Railways treat the first class passengers as unreserved compartment travellers!!!. What is the difference between the sleeper/unreserved compartment with First Class??

As practising muslims, with my wife and daughter using the burkha, we wanted to travel in peace, comfort and PRIVACY over such a long journey and that is why we booked a cabin in First Class. It was so distressing that they had to travel in the heat in utmost discomfort and distress.

By this complaint I would like to seek your explanation on this sorry state of affairs:-

                                  1) Why are the First Class passengers charged the full fare and treated as unreserved passengers???
                                  2) How come more passengers are allotted in a cabin of 4 (four)?
                                  3) On what basis were other passengers officially allotted in excess of the capacity???
                                  4) What are then the facilities provided to the First Class passengers
                                  5) What is the difference between the "unreserved" compartment and the first class when passengers are bundled in more than capacity.

It is also such a shame that the entire passage was blocked by "footboard" passengers as well as the aisle leading to the toilets totally blocked. Everyone were getting in and getting off at their will and pleasure with no railway official in sight to regulate the passengers. What is the first class service that is provided???

By virtue of this complaint I request you to refund the difference of fare between the First Class and the unreserved compartment as well as a compensation of Rs 1,00,000.00 (Rupees one lakh only) for the physical and mental stress, agony, distress and trauma suffered by me and my family due to this breach of trust and deficiency of service by your organization and inflicting untold hardship and suffering.

                                    Hello,

Today[protected] I have done an online transaction to purchase a ticket of a shamsher singh on himachal express from una to delhi Unfortunately after the payment of 5times was made through sbi cum debit card payment gateway, the error, "REDIRECT=https://www.irctc.co.in/cgi-bin/bv60.dll/irctc/booking/bankrespon... came up without giving me the confirmation of the payment and neither the ticket is generated.

This is really embarrasing situation and IRCTC is expected to help me at the earliest with the ticket if the payment is already confirmed at their end. If not refund the same amount.

Expecting a reply as soon as possible.

                                    Thanks and Regards,

I was travelling by Himsagar Express 6317 along with my family on 01.01.10 by AC three tier coach no. B1. I boarded at Trivendrum and travelled to Nagpur. From Trivendrum to Nagpur the toilet were not clened. I reminded the Coach assistant regarding this at around 11.30 AM on 02.01.10 and he told me that the same will be taken care of after some time at Vijawada Station. Even at vijawada station the cleaning not done. Around 7.30PM I asked the TTE to give me complaint book which he refused to give me saying that he will take care of the same at Ballarsha Station and since the facility of claining was only available at Platform no. 1 and 6 of Vijawada station and the Train halted on the other platform the cleaning could not be done. He was speaking as if he was advocate of Cleaning contractor.

Quality of Tea supplied by pantry is horrible at there were lot of Cocroches moving around in the coach. The same situation I faced whcn I travelled from Nagpur to Coimbtore by train no 2521 Raptisagar Express on 23.12.09. The certificate of paste control pasted on the coach wall was saying different story and the situation coach was different. I have attched a photo of the same here. There were lot of cochroches moving around. The quality of paste control( If at al done) can be judged by any one.

I Bored the Punjab mail (train no. 2138) 3AC COACH NO. B2 ON 13/04/2009 AT BHOPAL I found that the coach was UN cleaned lot off plastic bottles/broken papers /used tea cups /empty snacks packets and plastic bags were laying on the birth.
I requested coach attended to arrange the cleaning staff since train stopped there for 15 mts.that day, but he replied it is not his job.

I contacted TTE of the train he said he will arrange staff for cleaning at ITARSI where the stoppage is long.

At itarsi i understand his duty is over and new TTE will do the needful, I again requested new TTE he assured me staff will come automatically but no out come no one came I requested TTE for the Complaint book so as to register my complaint he refused and said the same is with Guard.
Any way no results from Railway staff, finally self and co-passengers removed the all garbage so as to keep premises clean and hygienic.

Hope Railway’s big -bosses will look into this area also of our Indian railways.
