[Resolved]  Indian Railways — Non Disabled passengers travelling by Disabled Coach

Dear Sir,

I am a Physically Handicapped person having the disability of amputation to my right leg.
First I should thank providing a separate Disabled Coach for exclusive Disabled persons. But regularly in this Coach non-disabled passengers are travelling and not allowing the Disabled persons neither to sit nor to board the train. The Railway Authorities is failed in Implementation part of separate coach. Though there is a penalty of Rs. 500/- for boarding non disabled persons into Disabled Coach, no TTE is visiting to this Coach to check. If anybody want to travel ticketless the Disabled Coach is the safest Coach. The police personnel who is suppose to safeguard the system allowing non disabled passengers by taking petty amount.
My personal experience is that I have travelled by 7050 on 23rd October 2010 from Secunderabad to Kazipet in Disabled Coach. The coach was already filled with the normal passengers. The disabled persons were about 8 members. The two normal passengers viz. Duvva Venkat Raju and other used unparliamentary language about Disabled persons. I taken objection for the words used. The train was just left the platform. The quarrel in hot. The normal passengers were manhandled me though I am a disabled person. For the help I pulled the chain. The train was stopped and the RPF personnel on guard arrived the spot. They taken me to the custody for doing Alarm Chain Pulling (ACP) alongwith the above 2 persons and handover us at Kazipet Rly Stn. ( RPF Station). The time was 2.00 AM (night) the SI (P. Maharaju) was really in good sleep. Being the local persons, the Normal Passengers (Venkat Raju) brought recommendation from local RPF police personnel. As such he was made free and I was booked under Section 141 of Railway Act, for ACP. I requested the SI that I have not pulled the chain intentiontionally but for need of help, but he told that if I speak more he will register the case under 3 to 4 sections so that I should be remanded. At last at about 3.00 AM he registered the case under section 141 of ACP and collected the bail amount of Rs.1000/- and freed me to attend to the Court on 26th October, 2010. Being the section 141 petty case I was not given any chance to pray before the judge. Normal passengers travelling in Disabled Coach resulting to petty cases on disabled passengers instead normal passengers who are wrongly travelling in disiabled coach. I was made to sit right from 9.00 AM to 2.30 PM before the Court and I was given a Receipt for amount of Rs.1000/- penalty.
Sir, My request to Railway Authorities, Ministry of Railways, Ministry of Social Justice, Hon’ble Supreme Court Judge to look into the matter regarding :
1) Steps to be taken for proper implementation of Disabled Coach meant only for disabled persons.
2) Strictly TTE should check the passengers in disabled coach.
3) Disabled persons need not be forced for Escort.
4) Tickets to disabled should be issued in both ways with or without Escort so that misusing of travelling with Escort ticket is minimized which lead to income to Railways to the extent.
5) The disabled coach should be attached at particular point instead of either front or back to SLR Coach.
6) The disabled coach location on platform should be announced in public announcing system so that the disabled passengers can reach the sport in advance.
7) The penalty imposed on non disabled passengers should be written on the coach.

I therefore request the concerned authorities to see that the little provided to disabled persons should be implemented in proper way.

I completly agree with his state and appriciate him.
But what about the person who is not handicaped permanently but temporary he is handicapped due to some hurt. What about such people.
i am normal otherswise but suffer from acute angina pain on exertuion.i can travel in normal reerved coach, but when travelling by ENERAL COACH pain in the chet due exertion becomes unbearable.am i allowed to travel in the LRD HANDICAPPED PERSON COACH?

ok, if this compartment is none disable person and same time general compartment is full than what have to do.
any body enter in this compartment they should fine 1000, is this legal or ill legal
I also faced this type of situation, I have right leg disability, In July 2011 first time I tried to travel in disability coach, when arrived many people entered into the coach, they totally occupied the seats me and my dad thought if TT came people will get to another coaches and some body will get down with in two hour, Our journey is nearly 14 hours, We waited for 4 hours, that is first my father request a lot others to give me seat, finally some I got but that is upper birth but can't sleep because it is already with two persons, My father Sat down with people which is worst I felt very guilty, Actually me or my father don't know Disabled coaches like that for me, I travelled only 3 times in train that to General sleeper coach, If the incident took in the day definitely my father will take out of the in the middle of journey, but it is midnight we didnt have option, didn't have energy to argue because morning we done much work, the day we travelled didn't have any festival holidays, means they can try in another coaches, and not all members are lower people there are teenagers and Adults who can afford train, actually who cannot afford train ticket people are less, definitely disabled people can get seats but some #### who dressed well, and young people who are show casing are also travelling in same coach and arguing with this kind of people, Railway police should concentrate on this and Railway department also. From then onwards I just travelled only 4 times in train that to Sleeper coach, Maximum I am travelling in Buses only because of that situation. I think people like me are still facing the same situations.
