Dear sir/madam,
Please find below my up-to-date correspondence that i have already made with the concerned authorities for my refund which has not been received by me in spite of successful tdr filed bearing registration number [protected] on time and tdr status showing "cr registered". As of yet no refunds were made to my account nor i am informed or intimated of the consequences after running from pillar to post, but to no avail.
I would be grateful if you please look into the matter or escalate it to the concerned higher competent authority in order to fix the problem so that genuine refunds/claims are processed faster without any delay and to ease the inconvenience causing to customers and also updated intimation/information of the progress of the refund/claim be mailed to the customer/aggrieved party from time to time until the claim/refund is made/settled/disposed of along with tentative timeframe of the settlement/refund in the name of better services rendered by indian railways.

With regard to your mail, we would like to inform you that irctc is the web interface for indian railways ticketing system (Passenger reservation system-prs), which provides a facility to book ticket through internet.
Please note that all matters related to trains/fares/refund/routes/scheduling/seat allocation etc are managed by indian railways only.
Since your complaint/suggestion comes within the purview of indian railways, we suggest you to please contact the train superintendent or station master for the same.

all refund policy is framed by indian railway. Tdr refund is
process/approved/repudiated by zonal railway as per refund rules. Irctc
forward the case to zonal railway on the basis of customer
requests. Once refund received from zonal railway, it will be credited back
to customer account. Your cooperation is highly solicited in this regard.

as per your mail below if approved/rejected by the concerned zonal railway, will i not be informed of their decision taken in that regard in writing and what is the waiting period for the reply?. If i have any point from my side to be raised on their decision, who would be the point of contact for better clarification?

dear customer,
your tdr requested against pnr no.[protected] has been forwarded to south central railway (Sc) railway on 06-jul-2016. Irctc not received refund from south central railway (Sc) railway. Once refund is received from south central railway (Sc) railway the same will be credited back to your account.
please note that the decision about the repudiation/ rejection or amount of refund has been taken by the concerned zonal railways as per extant refund rules of indian railways and not by irctc
