Liu — bribe asked

An officer from liu came home to collect the essential documents for passport verification and asked bribe. Also, he showed a list to my father, which stated the amount he had taken from other applicants.
I was away from home and my father paid him the bribe assuming that if not paid, they would not let my passport verification process get completed.
Later when i called him to ask his senior's name and number, he got startled and assured me that it is just a basic thing and he will get the work done asap. And that in future for any information or help, i must call him at the same number and no one else.
I have not been able to figure out whom to exactly contact to put an end to such practices.
The similar situation arose when the local police station needed the documents during the initial stage of the process followed by the lawyer who would make an affidavit for my address proof.
I feel so guilty for getting something done that involved so many levels of bribe and corruption.
