internet recharge activation problem and balance deduction

Dear sir, Yesterday evening I recharged my phone with 29 rupees internet pack but the pack was not activated and 11.72 rupees main account balance was deducted as internet charges. I called 198 but the customer care executive refused to lodge complaint for the balance. Even I had not talked with him rudely (youcan check the recordings), he probably had blocked my calls to customer care as I have been trying since last night continuously...

About unreasonable balance deduction

Recently from number of times when I recharge with 30 rupees recharge coupon then after few times 8-10 rupees suddenly deducted. When I contact your customer care they are unable to give a reasonable answer for my this problem & they gave me another number & told me contact on it for deactivating VAS from my number, when I called on it, then it says that I have not subscribed for any of VAS...

Vas activation without any cuatomer request

Refund of balance amount when switch over from Prepaid to Post paid

But it seems that there is no amount deducted from the prepaid so far.
