this is to inform you that i had a connection in the name of rajinder nath at address 1030/4 urban estate gurgaon. Its been more than 5 yrs since the connection has been disconnected. the people from department have taken the setup nd meter with them 5yrs ago but still the bill is coming. My all dues are clear but still every month i am getting this bill of very very high amounts. I have filled numerous complaints to the administration but nothing is done for me. please help me.

    Subject: Complaint against Systematic Extortion by DHBVN Ltd through its Employees

    Sir
    With reference to the above it is humbly submitted that on Second Saturday March ie on March 16, 2010 one employee of ht DHBVN descended on my door and wanted rupees 1050/- in lieu of a cheque which he referred as bounced one. On demand of any identity card, authority letter, the cheque in reference, or any other document in this regard he out rightly told that he could disconnect the supply connection, and that is how he could prove that he was an authorized person to collect supply bills of such person who pay by cheque and the cheques are dishonored by the bank.
    Surprised, and finding no option I sought advice of three SDEs working with the HBVN, and I was suggested it was not in the capacity of such a person to disconnect without proving his identity or an authority letter duly signed by the SDE concerned. Secondly it was a second Saturday aof the month and there was no question of such a mischief by the DHBVN. However, all of them suggest me in unison that the customer care centre Sirsa may be contacted for further proceeding and payment of supply bill it is pending.
    On the suggestions of my known to experts of the Nigam I reported the matter to the JE sitting at CCC who told me the name of the person as Mahender pal and they had sent him there to collect rupees 1050/- since the cheque for rupees 937/- had bounced. And if I could pay rupees 1050/- out-rightly my supply will not be disconnected, he added in a single breath. Moreover, before making payment I was supposed to explain in writing the reasons why the cheque had bounced. The billing slip when demanded was refused with the excuse of holiday on second Saturday which means office closed. In this way this person, with the connivance of the first one further added to my anxiety instead of listening me in a gentle way .
    Absolutely baffled by this nasty scene I again consulted my known to people, and they somehow, being the employee of the same nigam, made it possible for me to make the payment, through one employee of the nigam working at Sirsa.
    But here was another dastard act on the part of the three persons. They charged rupees 934/- as supply bill, rupees 27/- as surcharge, rupees 20/- for cheque bounce against a receipts number[protected] dated 13.3.10. for the supply bill purpose it is comprehensible but they have charged rupees 50/- vide receipt number[protected] as disconnection/reconnection charges whereas the cutoff date as shown in the bill was 23.3.10. Since the cut off date was 23.3.10, yet they have forced me to pay rupees 50/- simply for reporting the mater to other officials instead of paying an amount of rupees 1050/- through their one fellow who came to my house on the day it was nonworking. Therefore for the illegal collection of rupees 100-150 these three persons have harassed me, and for the payment sake I had to seek obligation of two SDEs and and JE who are per chance my known to. Otherwise they would have disconnected my supply on that day as they have proved their nasty act by charging me rupees 50/- extra simply to narrow the gap between the actual amount, and the amount they had demanded unofficially.
    Pursuant to the above the issues are: why did the person come un-officially to my door to claim an amount of rupees 1050/- whereas the actual amount was rupees 937/- or so which much less than the demanded amount, why did not the JE address my complaint and rather further created the mess of the matter, and even corroborated the action of the lineman or so who came to my door, why did the receipt clerk refuse to accept the billing from my hand and received the same from the hands of an employee of the nigam sent by my known to people, and why I had to seek such obligation of my known to people whereas I have been a regular payee of all the bills and no bills over overdue so far since the installation of this connection, why the extra charges have been extorted on 13.3.10 since the cut off date was 23.3.10, and the last when will this villainy on the part of such employee cease. These issues, accordingly, need special attention of the every officer concerned with the cause of HBVN, and with the cause of common public in general who cannot pursue their grievance like me.
    Moreover, within a week or so all the required documents pertaining to the above misconduct will be demanded/collected from the office of XEN Sirsa to support the above matter in the Honble High Court, if need be since it raises a very serious a public interest issue of extortion by DHBVN itself in a channeled way.
    Therefore your good offices are requested to take cognizance the mater in particular so that the cause of the self esteemed customer may not suffer, and the nigam may not be desecrated at the hands of such vested interests.

      Respected Sir,

      On the cited subject & reference, your kind attention is drawn on the facts that reffered bill, issue your good office for payment of electricity consumption, Meter reading NEW (9990) shown/ mentioned in bill, which is wrong, as on date current meter reading is (9007) only (Dated –[protected], As per the previous record from last 6 months the consumption quantity in unit (272, 501, 317, 417, 177, 118) , but in current bill is mentioned – 1288 units.

      It is human mistake during the taken meter reading by your staff (May be read as 9990 instead of 8990), You are requested to look into the matter and do the needful as soon as possible and correct the bill amount for payment. Bill copy attached for certification please.

        False Electric Billing

        I have installed permanent meter on 12-Apr-09 and temporary meter got disconnected on the same day. Till date despite of several compaints, I have been receving the bills against temporary connection on average basis and permanent meter is yet to be regularised. I have visited the office - G14/Kadipur and met with the SDO a dozen times, but no action till date. Since last Apr'09, I have written a dozen letters to the SDO and still the account of old meter is not settled.
        Whenever I met with SDO, he will direct to either CA or cashier to handle and the gentlemen were either out of office or else busy in handling the issues in nexus with touts. After a lot of follow ups, fortunately I got a chance to meet with the cashier & the gentleman suggested to deposit the receipt proof of the security deposit of old meter and it took 2 days to search in their record and confirm that the file lies with Kanhaigaon office and advised me to bring a TO from SDO, Kanhaigaon.
        After 3-4 visits to Kanhaigaon office, I managed to get the TO and when reached at Kadipur office with TO, the CA at Kadipur office advised to meet with the dealing clerk who will prepare the documents. It is very pathetic the way the lady clerk is behaving with customers and without hearing the case, she advises to come tomorrow every time. After 2/3 visits, she paid a kind attention to hear the case and then one innovative idea came to her mind and she advised to bring PDCO clearance from JE since your old meter is not disconnected yet and refused to accept the TO which is an internal memo from the Kanhaigaon office to Kadipur office. I have met with the SDO on this harrasment and even the gentleman is helpless, since the people under him are not listening to his authority. In my presence, SDO called the lady and she is not even bothered to see the SDO and instead told SDO that she is taking her lunch and can't listen to him. After a long hurdle of 3-4 hours waiting, I have again met with CA and he requested the lady clerk to support. But all efforts are in vain and I returned to home with no progress after a series of visits to the DHBVN office.
        We fail to understand that, while we apply for permanent meter connection and request for dismantle of temporary connection, why the authority not settle the old account and make good the permanent account from day 0 itself ? why consumer has to run from pillar to post for getting this correction made? We don't see any hope from the SDO office at Kadipur in settling the temp connection and regularising the bills against permanent connection and the last option left is to stop payment of the further bills and raise the voice in consumer redressal forum.

          Online Payment not working

          Wrong billing

          I had lodged complaint in Jan 07 for faulty meter reading since the period of Oct 06 onwards.DHBVN had inspected the same and verified that meter was faulty as it was working even when no Load was put .Therefore new meter was installed in Apr 07 after payment of 1750 rs. However even the new meter stopped working in July 07 which was promptly informed in July itself to DHBVN.DHBVN assured us to change the same immediately but finally changed...

          Hi Sir,

          I have filed an online complaint on DHBN webiste regarding the checking and replacement of electricity meter installed on the name of - Smt. Stayabhama Dixit , K.No. [protected], Sec 46 Faridabad.
          This meter is running way to fast considering I have no heavy electrical equipments installed in my house.
          To verify the erratic reading I stared keeping a check and got shocked to see that meter accounted 1 unit in just 1hr for one 12 watt CFL bulb.

                With reference to the above the undersigned would like to bring in your kind notice that he has paid various visits and given request vide letters dt[protected],[protected] and[protected] to your SDO subdivision IV to regularized/reconciled the bill but no heed is given to our request.

                Undersigned hereby informed that all the bill raised against the above A/c No: were paid and you will find on checking your record that the bill paid will be equal to the unit consumed from the date meter installed.

                Undersigned wants to draw your attention that the irregularities in the bill are due to merging of another Bill of A/c No-25T-1194. Undersigned ready to pay an appropriate amount if any due against him.

                Meanwhile you are requested to please charge the bill as per the unit consumed till the matter is solved/redress.

                    Meter /A/C No. 0G21-AB12-0439

                    Request for revision of Electricity Bill # 00520 dated 18.8.09.

                    I am a registered consumer (K-[protected]) received a bill for Rs. 87,197/- in which the net energy charges (SOP) 39511.40 and net ED charges (Electric Duty) is 47685.60. It is very difficult to understand the calculation on the basis of Electric Duty charges as per the previous bill dated 7.6.2009 SOP charge was 23781.48 and the net ED charge was 511.52. The amount mentioned in the present bill as ED charge is very excessive and it is not in proportion to the SOP. The maximum ED charge should be somewhere in hundreds and not in thousands.                       Dear All,

                      This is regarding the complaints logged with electricity department.

                      I have registered complaints regarding low volt transformers in Bassabada - Old faridabad. Transformers which are located in our locality is of low voltage due to which even a single 25watts CFL does not work leave apart fans & water coolers.

                      How do people live under such pathetic condition when basic amenity like electricity is not available., Please do something for immediate response as it a very serious issue as students are approaching with their boards examination & winters are approaching when days are short, need for electricity goes up.

                      There is a transformer near my home which is supplying electricity to bagh wali gali, new tilpat colony faridabad having a huge load and every day the fuse is disconnecting and low power supply.
                      Please visit this area and see the condition of the transformer as if the same situation the transformer will be out o[censored]se.
                      The electricity problem is really pathetic in this area due to this transformer and heavy load.

                        Received a bill of staggering amount of 38, 387/- (Thirty eight thousand three hundred and eigty seven) Which is quite high I have been using the same equipment as early nothing new has been added which can increase the electricity bill. I have not received such a high bill for the past many years. I am also enclosing the photo copies of the bills as hard copy. There seems to be major error cropped in resulting to such a inflated bill.

                        D.H.B.V.N service provider co is becoming a headache due to providing bill/s of huge amount in the name of OVERHAULING W/O the fault of customer due to the inefficiency & Malpractices of LDC/S & CA/S .They are sending/raising of to the tune of Rs.50000/- and you approach to LDC, he will negotiate with you & taking undue
                        advantage will reduce the bill by removing the last 2 digits i.e. Rs.50000/= to Rs500/= and if it is 38500/= will be changed to Rs.385/= & so on . If You do not pay, you will be HARASSED . GO on complaining no body there to listen.Appears S.D.O/X.E.N has got no power/s to reverse the amount against the will/power of LDC/CA.
                        The best way is submit complaint in ANNEXURE-1 TO SDO WAIT FOR REPLY within 7 days, proceed to X.E.N
                        WAIT FOR 7 DAYS Proceed to SE wait for 10 days if there is proper response wait for 10-15 days OTHERWISE
                        SUBMIT Complaint to consumer forum for REDRESSAL.

                            Hi,

                            I had made payment of my electricity bill using net banking.the amount has been debited from my account but not credited as bill payment,I had made complain to my bank they said that the payment has been received by third party.I also tried to contact the customer care of DHBVN via Email,as there was not any contact number for online bill payment enquiry.I had written 3 Emails to the address provided, to contact the customer care of DHBVN.But I haven't got any response from thier side.

                            Please suggest.

                            Every one paying online is facing the same problem. So, if any one knows whom to contact for such payments, please post it here. Every one will be greatful to you.

                            Also, inform every friend, relative of yours never to pay online on their web-site coz even after 20 years, DHBVN site will still be under-construction as this payment option is visible since 1 year now and don't know, what they are doing??

                              Dear Sirs,

                              I am a resident of Gurgaon and I have received an electricity bill for Rs:4890 whereas the meter is showing only 84 units!!!!. The counter person is conveying me to pay the bill now and is suggesting that if any excess amount made will be adjusted in the future bills. As the DHBVNL is charging Rs 2.63/unit upto 40 units and thereafter upto 300 units at the rate of 3.63 rupees, the excess will be adjusted in the due course of next 30-35 months!!!!!!!!, if at all any adjustment is made by the DHBVNL. If there is any outstanding in my bill it can be only about 150 rupees and not Rs 4890.

                              I request all the concerned officials to look into this matter and resolve the same.

                                Dear Sir,

                                I would like to inform you about the un authorised power connection at parks in Ashoka Enclave-III Faridabad.

                                All the three parks have illegal power connections, two of them are even using illegal power to run boosters / water motors and extracting water illegally to be wasted in parks.

                                all the parks have halogen lights installed for lightening. (facing house nos. 24 to 39)

                                I'll also inform senior officials seperately about this gross weastage of public resources and illegal usage of the electricity.

                                Dear Sir,

                                This is to inform you that there is an electricity pole in SuryaNagar, Phase 2, Faridabad, Haryana, wherein the two different lines are about to touch each other. We have informed about this issue verbally, by phone, to XEN, Mr.Chabra and Mr.Saini. Also, we have submitted a written complaint in the Palla Electricity Complaint office (SDO), regarding the same problem. This problem could lead to a major mishappening if not taken care right away since the line contains 11 KV of power which may lead to a major accident.

                                If any accident occurs, then Haryana Electricity board will be fully responsible for the same.
                                Request you to take strict actions regarding this issue and help & assist us as soon as possible.

                                I have buyed a flat in green filed in the month of august-2011 but till date no electric meter has been installed whenever I visit the electricity office they tell the story that there is issue between Green Field, Dayal Bagh, and nearby colonies with Urban development and these colonies has to pay some dues.Till the time associations of these colonies will not pay the dues no new connections of electricity will be installed in any of these colonies.

                                I don't know why the associations of these colonies and urban development is taking this matter so lightly due to there attitude common man is suffering.

                                Many people has spend there valuable money in purchasing the flat bue due to above problem they are not able to shift.
