I RAJESH KHANNA LIVE IN PLOT NO.141, HARI NAGAR, BACK SIDE SAI DHAM MANDIR, TIGAON ROAD, FARIDABAD ( HAHAR PAR). OUR HARI NAGAR COLONY HAVE MORE THAN 300 ELECTRICITY CONNECTIONS AFTER DEPOSITING A HUGE DEVELOPMENT CHARGE, OUR AREA IS WITH IN LIMIT OF NCR ( JUST 20 K.M. FROM NATIONAL CAPITAL DELHI) WE ARE CUTOMER OF DHBVN FROM LAST TEN YEARS BUT TILL DATE DHBVN IS NOT ABLE TO PROVIDE US ELECTRICITY POLL FACILITY. THIS THING IS VERY SHAMEFUL FOR OUR NATION ( INDIA) IN WHICH WE SAY WE ARE RAPIDLY DEVELOPING CONUTRY BUT AFTER TEN YEAR DHBVN NOT ABLE TO PROVIDE US POLL FACILITY WE GET OUR ELECTRITY AFTER GETTING HALF K.M. WIRE. ITS SHAME FOR DHBVN IF THIS DEPARTMENT HAVE ANY TYPE OF HONESTY THEN DO NEEDFULL OTHER DONOT THING ABOUT GROWTH OF INDIA. BECAUSE ELECTRITY IS BASIC ESSENTIAL NEED OF PERSONS . ITS ALSO SHAME FOR OUR GOVERNMENT DONOT COME TO US FOR VOTES.

    Dear Sir,

    I have come to know that the electric meter no. 205296 (single phase) purchased by me for Rs. 820 vide C/R 5562 dated 6/01/09 (duplicate copy enclosed for ready reference) has not been installed at my house as yet, although the testing fee of Rs. 100 had already been deposited in your office vide C/R no. 269/0075050 on the same day i.e. 06/01/09. As neither the Jr. Engineer concerned nor his assistant (some Duli Chand) was available on their seats in spite of my wait for over an hour, you had graciously asked me to put the above meter along with the cash receipt of testing fees of Rs. 100 on your table to get the needful done. I presume that the meter might not have been received back after testing in your office.
    It is, therefore, requested that your worker may please be directed to contact Sri Jai Bhagwan Sharma, post master, (tele:- 249215 mobile [protected]) whose house is in front of my house, as the key of the main gate of my locked house has been left with him for this purpose.

    Reminder
    Kindly refer to my regd. letter dated 22-1-09 regarding replacement of the defective electricity meter at my residence in Raliawas village. I am sorry to inform you that the single phase defective meter has not yet been replaced. On personal contact by my representative in your office it was told that the store keeper was on leave for two three days and the meter would be replaced on resumption of duty by him.

    After formation of the Nigam the working should have been improved and moved fast, but in practice I am yet to see some perceptible change. I therefore once again request you to please look into the matter personally and get the needful done at your earliest convenience.

    My Power consume Unit is 52, But Average Bill Dec- Month-200Unit, Next Month-400 Unit, This Problem Complaint SDO,. SDO say's Meter is low, Now meter is Change and Bill-400 Unit is paid,and meter changing chage is also paid.
    So., I request please meter is change.

    Personal — Electricity meter replacement

    Now our electical bill is double than before, but we are not using more equipments; so we contact an electician then get an advice from him, he said must replace the old manual, replace a new electronic meter. Then we complaint to electricity office, more than 3 times but have no response from them. ( they are care less in this case ) other people said if you money to the workers they will replace very fast. What we do, that method is wrong, so we are waiting for the proper advice.

      Sir,

      This is to bring into your kind notice that from the last 5 months I am running to DHBVN office due to wrong reading given on the bills and consumed Units are more than our average units.
      I already gave a application to correct the reading of on your bills and hence DHBVN Staff visited to our residence and checked the reading and meter and found it Ok and send the actual reading to the office.
      And when I received the next bill, there was same mistake in that. DHBVN staff only carried forward the reading as it is in computer record and send me the inflated bills
      Again after that our next bill in which the same Meter reading problem was there.

      But regret to say that even after so much exercise done by me, The Deptt. is still making errors and now the Meter bill of Dec, 08 amountng to Rs 14451 for units consumed as 478.
      we ahve been visiting the dhbvn office and even met SDO in the sub division F31-SDO I/A/B/GARH.

      So I request you to please forward my request to check all the previous readings and payments done by me.

        The New metre was installed by DHBVN at C 1/300, Palam Vihar, Gurgaon in Sep 08.Which got out of order in a week. I complaint the same but no action is taken till Dec 08. In DEC 08 I received bill of Rs 2226.00 for one month on avg basis.On contact official instruct to Pay whatever bill has been sent by them.

        If metre is faulty and not working right from installation where is consumer fault. Whenever issuing average bill without considering fact of the area, uses, equipment etc.

        Will authority hear this case and give some relief.

        i had not get a answer for my query regarding sundry charges on jan 09 bill. i would like to inform that i surprised that there is nobody able to explane my query. kindly look in to this. the same incident was happened in sec-18 udyog vihar Bijlee office.           Regarind Meter Replacement (DD-16-2725)

          Dear Sir,

          Reffering to the meter no. DD-16-2725, the electric meter was not working since 15.07.2008. And we place the complaint for the same. After inspection by the compleint officer Mr. Ram Kumar, he confirm that the meter will be replaced by the new meter. So that I disucess it with Mr. Parveen Kumar(J.E. Sanjay colony, Sec-23, FBD.). he said that you are require to deposit the meter fees Rs. 740 in the DHBVN office. So...

          In the energy meter installed against the above A/c No at my residence (H No 93 Housing Board Colony Sector 7 Extension Gurgaon) the reading was not visible. Dakshin Haryana Bijli Vitaran Nigam Limited started the billing on average rate and sent a Bill of Rupees 8440.00 on 11/09/ 2008 which I had paid. Again another Bill of Rupees 4605.00 was sent on 13/11/2008.
          On Receipt of the Bill I had approached the office of the Assistant Engineer of DHBVN Sector 4 Gurgaon and lodged a complaint. The Assisstant Engineer directed his staff to check the reading and accordingly correct the Bill. The DHBVN personnel checked the meter and submitted a report stating that the reading in the Meter is not visible however the meter is not brunt.
          Based on the report the Assisstant Engineer had told me that the energy meter has to be chaged. When I requested to change the meter he had asked me to deposit an amount of Rupees 1750.00 towards the changing of meter. I had protested for depositing the money because the meter is not in my custody. It is installed on the electric pole outside my house. However because the DHBVN is charging the bill on electricity on average basis therefore I deposited the money for change of meter. DHBVN has chaged the energy meter on 20/11/2008 and told me that the defective meter will be checked in their lab. Accordingly they will correct my electricity bill. Considering that the DHBVN will be correcting my bill after changing the energy meter I had not paid the bill raised on 13/11/2008.

          DHBVN has sent another bill of Rupees 8710.00 on 22/12/2008 without any correction. I had again approached DHBVN to get necessary corrections in my bill. After lot of arguments the DHBVN has done some correction in my bill without justifying the corrected bill.
          I beg to the consumer forum to,
          a) Direct the DHBVN to correct my electricity Bill once for all and give me the total details of charges levied on me.
          b) Reimbursre the extra amount they had charged from me.
          c) Reimburse the amount of Rupees 1750.00 which was charged for changing of meter since I have no control over the meter installed and the defect in the meter was not due to any fault of mine.
          d) Direct the DHBVN to suitably compensate me( Minimum Rupees 5000 per visit to their office) for the
          time I had to spend for getting the bill corrected.
          e) Direct DHBVN to suitably compensate for the mental harassment I had faced for getting the bill corrected and running from one person to other.

          In india consumer which pays for the sevices is always haarassed, which donot pay is always given honour, No one thinks that emp/oficer of Elecricty Board are bieng paid to help consumers. No body is held resposible for long power cuts &Mis management when in haryana we r just paying double of Delhi people.

            Error in Meter Reading and wrong billing

            we've got a lot of problem regarding electricity bill in our area, dharuhera, rewari, haryana,
            we don't get adequte bills, and if we file complaints regarding that, they don't even listen to us, yesterday only they took out meters and ask to pay the bill as it is, mine was rs.6400, which shold hav been apprx rs.2000 acc to 553 units consumed, n today only we gave them rs6400 after which they put my meter back, this is not only my problem but is probelm of whole area, they don't even listen to us regarding this problem.please help me out.

            Dakshin Haryana Bijli Vitran Nigam — Billing Discrepancy

            I reside in A-142, South City I, Gurgaon.
            I have received a bill from June to Nov 2008 and consumed units are only 33 (meter person has taken wrong reading), whereas the actual reading should be about 2000 units. Now where should I go to get it corrected. There is no address given in bill. the website never opens, Now the subseequent bill is going to be very high as the charges go up after 300 units consumption. this govt body has absolutely no mechanism in place for consumer complaints. there is no phone number or office adddres mentiond in the bill..
            somebody help me out by telling what to do.
            I record my meter readings every morning and have been doing so for the past many years. I wish to point out the following discrepancies:

            Dear Sir,

            1) I have deposited a cheque for Rs.4700.00 at IOB NHPC Branch, Faridabad on 13/10/2009 against your Bill No. 5199805 Dated 12/09/2008 Amount Rs.4567.00 and after due date Rs.4700.00 for the period of 26/08/2008 to 26/06/2008.

            2) The same amount Rs.4700.00 is debited from my account, I have also cross checked from your office at Power house, Palla, Faridbad, this amount credited in your scroll entry, but stub entry for 13/10/2009 is not present due to clerical mistake.

            3) Hence the unnecessary arrear Rs. 4699.54 reflected in next bill (period 26/10/2008 – 26/08/2008) Bill no. 5839907 dated 21/11/2008 for Rs. 9102.00 ( inclusive arrear Rs.4699.54)

            4) Again I have contacted to your office at Power house, Palla, Faridabad. And met Mr.Lekh Raj & CA. they have no any proper solution to resolve this matter, and advised me to hold this bill to pay we will try to adjust in next Bill.

            5) Further in next bill period ( 26/12/2008 to 26/10/2008), Bill No. 6374581 dated 16/01/2009 Amount Rs.11, 982.00 ( inclusive of arrears Rs.9365.86)
            Again Mr Lekh Raj & CA has advice me to submit Rs.8000.00, rest of the arrear adjustment we will look later on. Accordingly I have deposited the same amount Rs.8000.00 on 21/01/2009 at Power House Palla, Faridabad.

            Keeping in view above facts the arrear of Rs 4700.00 is remaining same, and it is not properly adjusted. All evidences & proof are available with me. Kindly resolve this matter on your behalf at the earliest.

            We both the partner’s 100% disabled from defence allotted a gas agency in 1994. we are having a LPG godown in 990 sq. yards where electricity is absolutely prohibited. Only in 10 sq. yards. Where chowkidar room is situated using electricity, it means we are not using electricity in any commercial job.

            DHBVN has raised a huge amount of bill in our favour.

            We request you as follows:-

            We want to clear our bill in Bayaz Mafi Yojna.

            1. Our Meter should be considered as domestic user.
            2. The bill amount should be re analyses.

            It is further requested that we both the partners of above firm are 100% disabled from (IPKF war) so that the interest should be remitted.

            abstract of my letter self explained.

            1. A copy of the order where the direction given to change the meter ( my own meter) fixed within the compound of my house to outside electrical pole.

            2. Is the new meter fixed on the pole duly checked for correctness before it was installed, if yes a copy of the correctness certificate issued by the department and the date of checking carried out.

            3. When my meter was replaced and installed on pole?

            4. Who is responsible for energy meter installed on pole?

            5. What is the date of MCO report given by JE

            6. What is the reason even after my repeated letters and personal intimation to the department, I used to get average bill for nearly two years with faulty meter reading .

            7. In spite of my repeated request why the department has not checked the meter for its correctness.

            8.What is the name of the meter reader? His telephone number. What is the tentative date of his meter reading.

            9. A copy of the pages on which he has quoted my meter reading since its installation i.e. from Jan.2007.

            10. Your inspection report shows that as on 19.12.08 (copy enclosed) the reading was 5515. and the present bill dated 8th March, 2009 for the period 08.01.2009 to 08.03.2009 the reading shown as 10590. But as on today i.e. 26th March, 2009 the meter reading is 13384. It clearely shows that the meter is faulty and I gets inflated bill continuously from Feb.2007. Kindly give the bill wise meter reading as shown in the bill from the date of installation of meter on the pole .

            11. Since it is the house meant for domestic use, not the factory, the reading from 5515 to 13384 a difference of 7869 units in three months time is surely due to faulty meter as such when are you going to check the meter and kindly intimate the amount you are adjusted from all the bill you have over charged since Jan.2007?

            12. IF MCO report delayed what is the method of clubbing the average bills after the receipt of MCO report. Is it equal divided method i.e. total units of 24month (in my case) divided by 24 .

            13. Also intimate what is the total bill amount I have paid from Jan2007. Is the above equally divided method applied in my case or not . If yes, kindly give the details .

            Sir,

            I would like to draw your attention towards incorrect electricity bill consecutively for the fourth time. It seems to me that your department is under some kind of oath to harass customer. Even after my repeated intimation and application to you and your department I am still receiving an incorrect bill, from last four months it has become my inevitable duty to visit your office again and again and keep on pleading to different department to correct the bill. The unfortunate part is that even after meeting you personally scenario is still the same.
            Finally I would like to request you that I don’t want to be getting forced to take up any drastic action.

            I have received the bill for the month April 2009, bill no 7427791 dated 17th Apr 2009,
            Which says that I am liable to pay Rs 662849.00, as per the unit consumed were 42765. (New Reading is “N “, and the Old Reading is 65173). Where as It was 8553 as a Old reading given by the Line man. I have checked the meter reading on 06 May 2009. it is 9044, Which means the reading documented in the Bill is incorrect.

            Would request to kindly investigate into the matter and do the needful.

            This is regarding Votage problem in F- block SGM Nagar Faridabad. from last 15 days we are facing major problem with ups and down in voltage some times its 120 - 130 or some times it reaches 300+.
            for result of these we lost our electic equipments during this flucuation. when i check with some of the officer of DHBVN in our Area, he stated there is some problem with transfarmer. but they are not replacing transfarmer as they do not have a spare one for replacement. my suggestion on this if they do not want to replace this can this be repaired. so this issue can be fixed. please do some action on this.

            NHPC — EXCESS BILL AMOUNT

            NORMALLY MY AVERAGE BILL AMOUNT COMES TO RS.840.00 PER MONTH. IT CAN BE SEEN FROM MY PREVIOUS MONTHS BILL. There is load shedding and voltage fluctuation whole night and this is happening for last 3-4 months.             Dear Sir, Ours is a Co-operative Group Housing Society by the name Gayatri Co-operative Housing Society, GH-6, Sector-45 Faridabad. When we applied for the electric connection, we asked for "
            "Bulk Domestic Connection" with a load of 250 KV. The bill supplied to us does not show the full details of consumption. On enquiry from the DHBVN office we have been told that in our case MF-2 is applied. i.e. whatsoever is the main meter reading that will be multiplied by 2. However, that too is being charged at tariff applicable to "Small Industries".
            Our all requests fell flat on the concerned officers of DHBVN.
            What shall we do? Can any body help.

            This is to bring in your kind notice that my father Shri. H.L.Chumber, who is working as AGM in Syndicate Bank and is currently posted at Kerala, attaints an Electricity connection with DHBVN bearing Account No: LL15-1110 at our residence at 160, Ashoka Enclave Main, Sector-35, Faridabad from the last over decays.
            It is further to state that STRANGELY, SHOCKINGLY AND CLANDESTINELY the Billing Department of DHBVN is generating the Monthly Bills on AVERAGE BASIS, rather than the actual Meter Reading Basis, because of which we are getting a huge Amount of Electricity Bills from the last few months, which is not justified and against the Natural Justice and Fairness.
            I had personally visited the Mathura Road (DHBVN) Office to rectify my problem and also submitted a written complaint to the department, but the department refuses to attend my problem and shockingly just says that the Electricity meter at my premises is of Old Model and to get my Bill Corrected I have to Purchase a new Electricity Meter from the DHBVN or they will keep on sending the Bill on Average Basis as a Punishment for me. This king of behavior of the DHBVN Department is against the Natural Justice and just a penalty for me, as I am paying the huge amount of bills for nothing.
            This is also to inform you that i have not paid the current bill due to this bad and unethical bahaviour of the DHBVN department.
            So, I request the Concern Authoritiest to take some strict and immediate action for me as a Consumer and do the needful as soon as possible in the interest of justice and fairness.

            hello, There are daily 4 to 5 hrs power cut in I.P. colony, sector-33, Faridabad and customer care no. not responding.
            Dear Sir,

            My name is Kailash Chand and I belongs to Panjokhra village which comes under Karnal district. I am a farmer by profession. Every month I got a normal bill for 800 -1500 rs but in last month I got shocked after seeing my bill which is 26000 even though my meter is registered for 1KW load only. I have visited the electricity office many times office at indri but no one is ready to listen to our problem and every time they say ki "Apko bharna hi padega. " So I am not sure what should I do here. How I will pay such a heavy amount.

            I am residing in Ashok Vihar Phase 2, Gurgaon, since last 2 years i noticed that meter reading person is not visiting our premises and they are putting average reading in bill and every time i need to visit electricity office for rectifying the same.

                  Bill for the period of 19 feb 08 to 19 april08 (bill No- 03414) for Rs.3616 paid by me on time but when i got next bill for the period of 19 april08 to 19 june08 when i saw previous bill also add in that current bill. i went to sector 4 gurgaon office and said to office please change my bill amount i have already paid my previous bill. She recognise and make changes on bill manually and said pls pay only current bill that was Rs.2703 then i paid that amount but now i got bill for the period 19 june08 to 25 sept08. I am very surprised that bill for the period 19 feb08 to 19 april08 Rs. 3616 again showing unpaid and its include in current bill amount.. I am very surprised why they are doing again and again. I havent time to go again

                  I saw the bill of Jan2010 on internet which amount is Rs- 4598/ for 936 unit charge in two months.
                  My last month unit reading was 4861( on 03.10.2009) and how it has become 5797 units 0n 03.12.2009, in just two months consumption of 936 units. This is wrong feeding. Please correct the Bill.

                          I deposited an electric meter on 8.10.2008 alongwith a fee of Rs.100/- vide receipt no. 106/11981 datd 8.10.2008 against MCO S.No.69, Book No. 219 dated 8.10.2008. The details of the meter is as under :

                          Cash Memo No. M/s albino electricals, NIT, Faridabad's Cash Memo No. 7698 dated 8.10.2008
                          Amount of meter paid Rs.820.00.

                          I made various efforts for getting my meter installed. But no proper response was given to me and I was harassed every time. At the end of November, 2008 I came to know that my meter was lost in the Deptt. Thereafter, after contacting SE in Sec.23, another meter was installed on 20.12.2008 (after 2 months and 12 days from the date of MCO).

                          I request you not to to charge the cost of meter on my account (no.EE12-1144).

                          I wanted to know where the meter given by me to DHBVN is at present. But no one helped me, instead I was harassed.

                          Ultimately I filed an application under RTI Act 2005 in the O/o Xen, Sec.6, Faridabad to know the staus of the original meter given by me. Again I was harassed. The fee chargeable is Rs.10/- for seeking information under sub-section (1) of Section 6 of RTI Act 2005 whereas the DHBVN has charged Rs.50/- Receipt dated 30.12.2008.

                          I would request you to justify all the above and give me justice please.

                          Recently I received a bill of Rs.39, 000/- out of which approximately 11, 000/- I have paid. Really
                          surprising to received such a bill. How can one receive bill of Rs.39, 000/- when the electricy used is
                          in house. At this point of time no AC is being used only light TV and somewhat heater and that too
                          for 15 to 20 minutes. When I talked with the SDO concerned he said u come here we will recitfy if
                          there is any fault. It is nice first send a bill of Rs.39, 000/- and than call the consumer at the office and make minor adjustment and tell them to pay the bill. I have gone to your office but of no help. Now I think that I have to go to the court and settle the bill. No meeting now only the court will solve my prioblem.                           I am having my house at faridabad Sector 55 Plot No. 1607, HUDA. Sir, it is very sad to state that neither any bill was received from the DHBVN nor any notice for non-payment of bill. I was waiting for the bill. However, without any notice the meter was disconnected 06.11.2009 due to non-payment of bill. I approached to concerned SDO and requested for giving some relief but of no results. It was shocking Sir. I was forced to pay Rs. 58989/= on 18.11.2009 by managing the said amount from here and there.

                          Sir, it is my submission that I have followed the instructions and paid the said amount with hope that my request will be considered and the penal interest amount will be refunded to me at the earliest. Sir, I am approaching you to give justice.

I had taken a changed meter electricity connection on 19th may 2009.but elecricity Deptt. dont know where is my Mco No. upto Eight month. I have received my electricity bill Rs. 1948 dated 8/6/2009.nextRs. 3587dated06/08/2009, next 12951 dated 07/12/2009, next Rs. 15108 dated 28/01/2010. As per C/A instruction i deposited Rs. 5000/- cash on dated 02.02.2010.After that our next bill is Rs. 5790 dated 30/03/2010. As per your record From may 2009 to April 2010 my consumed unit, meter reading is only 545. I want to pay my correct electricity bill.                           My meter no is DD11-616Y. meter is not proper working we have submit complaint on 24.06.2011. we have again put up this complaint on 08.07.2011. that is meter is not proper working and employes has insured that meter will be change or will be do correct within two days.

                          but for you kind information till today meter neither replace or not change which is very hazzard ( danger ) for all people living in the house. if any type incident will be happen who is responsible. therefore i have requested to you that pl change or correct my meter. and meter will be adjust on pole as soon as possible

In July 11 month two times Rs. 462 (Rupees Four hundred sixty two only) amount has been debited from my account. I had contact to my bank they said that the payment has been received from the third party. My K. No. [protected] and account no. EE 11 /0001, Consumer Name Ramlal. My bill no. is 15458270 and my payment online both receipt no. 11961016 and 11968083 dated 07 Aug 11. Please refund Rs. 462/- in my saving account no.                           I am a resident of B-162, 2nd Floor, Green Field Colony, Faridabad. I have given a new three phase self purchased Meter No-3020872 Dated 1/7/2010 for testing before installation as per your department requirement in your Gurukul Faridabad office.
                          I am a regular follower for this meter in your gurukul office but I was shocked to find that my self purchased meter was installed by ur dept at some other person’s place, in the n/o Mr. Roshan lal, 201, Wood Warry Tower Faridabad vide a/c No –EG 12/2350 Dated 30/11/2010. This is entered at serial no-852 page no-52 in your record file.
                          I have complaint about this to your sdo at palla office Faridabad. He gave the assurance of installation of my meter at the earliest . but till date nothing has been done in this regard . due to this I am suffering a lot . I am tired after so many complaints now . kindly do the needful at the earliest .
