      विषय – वीजमंडळ अधिकारी श्री घरटे वं संबंधित महावितरणचे ठेकेदार यांनी माझ्यावर वं परिवारावर आणलेल्या प्राणहानी होणाऱ्या संकटाबाबत. बर्याच वर्षापासून प्रत्येक सटाणा परिसरात जैसे थे असलेली उच्च दाब क्षमतेची ११ के व्ही . ची टॉवर/इलेक्ट्रिक लाईन गेलेली आहे . हे इलेक्ट्रिक उच्च तारेचे खांब अनेक वर्षा पासून जेव्हा शेती होती तेव्हा पासून आहेत . जसजसा काळ बदलत गेला तसतशी मानवी वस्ती वस्त गेली नंतर शहरीकरण झाले. वं जेथे वस्ती होती तेथे प्लोट पडून बंगले वं कॉलनी निर्माण झाल्यात . तशी ही ११ के व्ही उच्च दाब क्षमतेची लाईन माझे घराचे बाजूचे ३०० मीटर पुढे असलेल्या चौकातून असलेल्या रिकाम्या प्लोट(जो हल्ली तोवर लाईन असलेमुळे विकला जात नाही ) मधून पुढे गणपत नगर येथे गेलेली आहे . या इलेक्ट्रिक लाईनी मुळे आजपर्यंत परिसरात मोठमोठे गंभीर अपघात होऊन मानवी प्राणहानी वं त्या खाली संपर्कात येणाऱ्यांना अपंगत्व आलेले आहे .आणि या बाबत वीजमंडळाकडे वं सटाणा पोलीस स्टेशन येथे दप्तरी नोंद देखील झालेल्या आहेत . ज्या लोकांनी इलेक्ट्रिक लाईन असतांना ह्या इलेक्ट्रिक लाईनी खाली स्वस्तात प्लोट मिळालेत म्हणून बांधकाम केलेते त्या संबंधितांनी वं सदर प्लोट व्यावसाईक खरेदी विक्री करणाऱ्या टोळी ने देखील शासनाकडे भरपूर पाठपुरावा केला, आंदोलन, मोर्चे चा ही उपद्व्याप केलाय आणि ही देखील सर्व नोंदी दप्तरी आहेत . ३ वर्षापूर्वी हीच टॉवर इलेक्ट्रिक लाईन काढणे साठी शासन दरबारी काही होत नाही म्हणून मागील दाराने जाऊन ... आता ज्या पद्धतीने ही इलेक्ट्रिक लाईन काढण्याचा प्रयत्न केला या पद्धतीने तसा प्रयत्न देखील केला होता . परंतु मा. न्यायालय ...सटाणा यांनी त्यावर Stay Order देवून स्थगिती दिली अशी आज पूर्ण परिसरात ही चर्चा आहे . मी मालेगाव येथे नोकरी करतो मुले शाळेत असतात पत्नी घरी नसते त्यामुळे घरी कुणीही नसते हे पाहून ६-ऑगष्ट -२०१४ रोजी सटाणा येथील महावितरण च्या ठेकेदाराने एवढे मोठे खांब आणून सिमेंटमध्ये गाडून तारा वगैरे फिरवून रिकाम्या असलेल्या प्लोट मधील तारा काढून सदर लाईन फिरवून मी रहात असलेल्या माझ्या हद्दीत ११ के व्ही इलेक्ट्रिक लाईन बसवून झटपट कार्यवाही केली . सायंकाळी माझी पत्नी आलेनंतर हा प्रकार पाहिल्या नंतर त्यांना अडविले तर तुमच्या हद्दीत नाही . बाजूला आहे वाटल्यास टोकर लावून पहा . शेवटी मी आल्यानंतर संबंधित अभियंता श्री घरटे यांचे कडे गेलो तर त्या दिवशी शनिवार आणि दुसऱ्या दिवशी रविवार ...साहेब घरी गेले सोमवारी भेटतील असे सांगण्यात आले. म्हणजे एकंदरीत सर्व नियोजित होते हे माझ्या लक्षात आले . नंतर मी संबंधित वार्डातील नगरसेवक यांना दाखवीले तर त्यांनी सांगितले की भाऊ आपल्या गावात ७ खांब मंजूर झालेत लाईट गेली की सर्व ठिकाणी वीज बंद करून काम करावे लागत होते पण आता तसे होणार नाही ... जेथे काम करायचे आहे तेथेच फक्त बंद करावे लागेल म्हणून हां खांब उभारला आहे . आणि येथे Cutout बसविणार आहेत . पण तरीही मला काही तरी कुठे चुकल्या सारखे वाटत होते . मी सोमवारी रजा टाकून नगरपरिषद सटाणा येथे चौकशी केली असता ... असे काहीही नाही ... असे सांगण्यात आले .. वं आज एक महिन्या नंतर एक ही खांब गावात बसविनेत आलेला दिसून आलेला नाही हे विशेष . त्यानंतर मी सविस्तर अर्ज घेऊन महावितरण ... मुख्य शहर कार्यालय ..सटाणा येथे गेलो तर तेथील वं फिडर कार्यालयातील मुख्य वं उप अभियंता हे दोन्ही ही पदभार /चार्ज श्री घरटे साहेब यांचे कडे असल्याचे समझले . मी पुन्हा घरटे यांचे कार्यालयात गेलो . त्यांचेशी या बाबत सर्व चर्चा केली सर्व समजावून सांगितले परंतु त्यांनी सांगितले ठीक आहे मला प्रत्यक्ष काय परिस्तिती आहे हे जागेवर आलेवरच पाहून सांगता येईल . तो पर्यंत मी काहीही सांगू शकत नाही . तसेच त्यांना विचारले की आपणाकडे असे काही आदेश आले आहेत का ? की ११ के व्ही इलेक्ट्रिक खांब एका ठिकाणा वरून दुसरीकडे हलवायचे ... परंतु या बाबत त्यांचे कडे काहीही उत्तर नव्हते . आणि आज ही त्यांचे कडे या बाबत काही ही उत्तर नाही . त्यानंतर मी थोड्या वेळात ठेकेदाराला घेऊन येतो असे सांगितले परंतु ते येण्याची चिन्हे काही दिसेना म्हणून मी त्यांना फोन आणि मेसेज ही केलेत. शेवटी सायंकाळी ६ वाजता ते आलेत . त्या वेळी वार्डाचे नगरसेवक श्री राजेंद्र सोनवणे यांना देखील मी बोलावून घेतलेले होते .यावेळी त्यांनी तसेच ठेकेदाराने पूर्ण परिसर नकाशा घेऊन परीक्षण वं निरीक्षण केला आणि सांगितले की तुमचे म्हणणे बरोबर आहे. आणि ठेकेदाराला आदेश दिलेत की हां खांब काढून दुसरीकडे टाक ...मला सांगितले की आजच्या आज नाही होणार हे भारनियमना च्या काळातच होईल वं ८ दिवसात होईल .; परंतु आज महिना झाला मी चकरा मारतो आहे, माझा मुलगा चकरा मारतो आहे त्यांना काहीही फरक पडलेला दिसून येत नाहीये . मी ४-९-२०१४ रोजी पुन्हा त्यांना स्मरणपत्र दिले परंतु माझ्या अडचणीची काहीही दखल घेतली जात नाही . मी मालेगाव वं नाशिक येथील वरिष्ट कार्यालयास सटाणा कार्यालयास दिलेल्या अर्ज, नकाशा यांचा email देखील केलेला आहे . माझ्या सारख्या चाक्र्मान्याने भविष्यात परिवार सुखी व्हावा, आयुष्यात पै पै जोडून, अडचणी सहन करून सर्व कर वेळेवर भरून नियमातील प्लोट, बांधकाम करायचे .आणि जर जर आयुष्यात जीवावर संकट येणाऱ्या वं फसवणूक होणाऱ्या गोष्टी घडणार असतील तर आमच्या सारख्या मध्यमवर्गीय परिवारांनी कुठे जायचे ... तरी माझी कैफियत मी आपणा पुढे मांडली आहे.. या उच्च दाब क्षमतेच्या इलेक्ट्रिक लाईन जी टाकली आहे ती नियमबाह्य असून माझ्या स्वतः च्या हद्दीतून टाकलेली आहे आणि विशेष म्हणजे वीजमंडळा चे कोणते ही नियम त्यांनी विचारात न घेता हे काम केलेले आहे . आणि श्री. घरटे वं संबंधित ठेकेदार श्री दत्ता (पूर्ण नाव माहीत नाही ) यांनी पूर्णपणे बेकायदेशीर काम करून माझ्या परिवारास वं माझे रहाते घरास धोका निर्माण केलेला आहे .कारण या धोकादायक ११ के व्ही इलेक्ट्रिक लाईन मुळे अनेक धोकादायक घटना घडलेल्या आहेत त्यामुळे मला वं माझ्या परिवाराला देखील केव्हा ही या पासून काहीही दुर्दैवी घटना होण्याची शक्यता नाकारता येत नाही हे मात्र नक्की . आणि जर दुर्दैवाने काही अपघात किंवा दुर्घटना घडली तर संबंधित पूर्णपणे जबाबदार रहातील . कारण लाईन टाकणे नंतर तिसरे चं दिवशी त्याच ठिकाणी स्पार्किंग होऊन पूर्ण परिसरातील लाईट गेली होती . तरी माझी तक्रार नोंदून योग्य ती कार्यवाही आपणा मार्फत व्हावी ही आपणास विनंती आहे . तरी आपणास पुन्ह्च्य कळकळी ची विनंती की मला आपणा कडून न्याय द्यावा की जेणे करून महावितरण चे प्रशासन जागे होईल

      वीजमंडळ अधिकारी श्री घरटे वं संबंधित महावितरणचे ठेकेदार यांनी ही जी ११ के व्ही उच्च दाबाची लाईन चुकीच्या पद्धतीने टाकली याबाबत त्यांना वं संबंधितास अर्ज तसेच स्मरणपत्र देऊन ही अद्याप त्यांनी त्यावर एक ओळीचे खुलास तसेच याबाबत काहीही कार्यवाही केलेली नाही .
      यांनी या चुकीच्या पद्धतीने कामाने दिनांक १३ सप्टेंबर २०१४ रोजी मोठा अनर्थ घडून आला . वेळीच सदर परिवार बाहेर मैदानावर आलेमुळे त्यांचे प्राण वाचले . त्याचे दैनिक सकाळ मध्ये आलेले वृत्त सोबत छायाचित्र ...

        I am very much frustrated with the service given by MSEB. No one is bothered about the things are going on in the Diva Sub Shil MSEB office no one is there to listen our problems. From last 8 months we are complaining about the light bill to MSEB Diva Shil office but everyone is busy in doing their personal work and asking to go to next counter itself. The amount of bill is very high which we could not afford and which is not at all used by us. A 4 person family using 3 Tubes, 2 Fans, Freeze, Washing Machine, TV Etc should be billed more or below 1000/- which can understandable. But if the bill comes Rs. 80, 000/- which is something serious and need to be worry. Please take this up with your high authority and solve the problem at the earliest before your person come and cut our meter. One more thing I want to highlight here the bill is coming on different meter (Pic shown in Bill) and the Units counts as same as previous where as our meter is working properly.           I am an NRI, my house is closed since April 14, connection has been temp disconnected, However I am still receiving monthly bill of 1800rs per month for the past 4 months. I have sent service request/complaint against wrong billing but no action has been taken so far. Worst thing I arranged my bro in law to visit MSEB office and one staff asked 300rs bribe to solve the issue. Unfortunately I am not India to take the matter to higher authorities. Please advise where to address this issue. Each month I cant pay 1800rs+ bill for no reason. Please help, Corruption is pathetic and not good for the society. Can we expect clean India. I don't mind who is ruling the country, but please address Corruption before it gets worst, and destroy common man's life. I am available for any clarification/information required on this matter.             It is noticed that frequently interrrupted supply at Kusgaon, BK, Lonavala division, Pune, but frequently call also not entertained by the responsible officers, just keeping on hold. Is there anybody who is really interested to sort out issues in long term, so company will get revenue and consumers will be service. Load shading can be understand, but not frequently in everyday, fix some time, so consumers can adjust themselves accordingly. If a call centre, or office repspond, then only reason show that cable fault, How many times cable fault ? Is each feet cable is having joint? What officers and staff are there for? just to warm chair, get, bribe for each and every service, just like they dont get salary, If like this then why consumer should pay Electricity bill?

                Myself Vinay Belvai, staying at B-101, Mahavir Sadhana, Plot no.18G, Sector 14, Sanpada (Consumer no.[protected], Meter no. [protected])have been availing the services of MSEDCL since the last 9 years. The only electrical appliances that we use at our residence are 1- Fridge, 1-TV, 3- 20watt CFL, AC and Water heater. The AC is only occasionally used for a few hours in the summer. Inspite of such few usage of electricity i have been charged highly since the last few years. This monthly i was shocked to see a bill of Rs.5, 600/-. Ideally our bill should have been less than Rs.1, 500/- per month. we were planning to take up the matter with the consumer forum and also mention about his in the 'Times of India - Consumer Greviences Cell but for a few irresponsible employees down the line we did not want to tarnish the company image.                   Hello All, I need to ask one simple question to all who are reading this complaint we all had paid for new connection and got the new meter and after few years MAHADISCOM replaced old meters with the digital meters and this time it was funny that it was free of cost and took all our OLD Meters and did not return our meter or the meter price which may have been sold to someone else in rural area or put in junk on per kg to scrap dealer, apparently I don't know what they did with it, the funny part is I had some sparks on my meter and this month my Aug 2014 bill was double than the average. I told them to replace the meter as the wire fitting to the meter was very loose which was in the plastic box only accessible to MAHADISCOM employees, so they did a faulty Job I guess, so now my meter used to have some sparks and power used to be off due to this, I was told that I need to pay INR 600, so I complained to customer care then the team still dint show up and my family members had to go and meet these guys and so on they asked to pay as this is not covered as per their rules and forced to pay the monthly rental also as I still have 10 days to pay it, but I had no choice but to pay because I would have no power because of the above problem and now according to the commission under Regulation policy I have mentioned below what this clause says: **************14.1.3 Consumers may elect to purchase a meter from the Distribution Licensee or from any supplier of correct meters in accordance with specifications laid down by the Authority in the regulations made under Section 55 of the Act: Provided that till the regulations are specified by the Authority under Section 55 of the Act, consumers may purchase the meter in accordance with specifications laid down by the Distribution Licensee: Provided further that where the consumer elects to purchase the meter from a supplier other than the Distribution Licensee, the Distribution Licensee shall be entitled to test the correctness of the meter prior to installation: Provided also that consumers who elect to purchase a meter from the Distribution Licensee shall purchase such meter from the Distribution Licensee at such price as approved by the Commission under Regulation 18. 14.2.3 Where, upon a complaint by the consumer or inspection by the Authorized Representative, the meter is found to be burnt, it shall be replaced and supply restored to the consumer. Provided that the Distribution Licensee may recover the price of the new meter from the consumer: Provided further that the estimated electricity charges for the period for which meter was not available due to burning of meter may be billed to the consumer in the ensuing bill after supply is restored. 14.2.4 Except in the case of a burnt meter or a lost meter, the Distribution Licensee shall not be authorized to recover the price of the meter more than once during the continuance of supply to the consumer.*********************** So they took my current digital meter which had 5 years guarantee, this meter was only about 2 years old and they took money also INR 600 and took our old non digital meter also I would rather say stole and now they will get replacement from my old digital meter from their supplier, I said I should get that replacement and not them probably they might even get reimbursement from supplier not sure :) but I think the replacement product it’s their profit. So I was looted 2 times. The Employees who came to my place were Officer 1) Wagh 2) Bhakt (Pune Pokle vasti office) Wagh also threatened me he will complain to cops if I don't return my old meter. This dude was very rude and was not professional at all and do not know how to talk with consumers was as if Bhai of some slum area. All I need to tell you guys this is all chain or problems, I don't want to say more but beware and don’t return your old meters or take in writing from them. I wish we had a better power company or one more competitor in same area, very hypothetical at the moment  but yes just calculate how much is 1000 x INR 600, just assuming if 1000 homes are facing same problem in one day, this is just one scenario that I faced so I know this one about mine, I hope my experience would help you guys to not suffer from the unprofessional guys like these. I think MAHADISCOM should also introduce special behavioral training for their employees with consumers. These guys have no right to raise their voice in our own homes. Mr.Wagh you are lucky today your visit was in descent family try to do with some Bhai, probably thinking of the same must have scared out of you.

                    I
                    have electricity connection of Maharashtra State Electricity Distribution
                    Co.having Consumer No.[protected] UnitNo.4643 with regular bill payment. From
                    last 4 days we have no power supply in our area.We have also complained to our
                    nearest Electricity office, but in reply they said that due to many overdue
                    bills in our area, they disconnected power supply.

                    But what about us?
                    We have paid our Electricity Bills regularly & in time. Why we are
                    suffering because of others? Recently children’s exams are going on.

                      Our consumer No. is :[protected] Name : Ashok Vinayak Takavale Address:129 A/P Gunand 412206 Billing Unit :0841:BHOR we have apply for LT-1 connection for our house but we receiving bill for LT-2 category. i have called your customer executive for the same they also tell me that my complaint has been logged soon it will change. Now they also not replying. Kikvi and Bhor branch also not helpful for this issue. if you also cant rectify this issue please let me know where i should go. I am expecting kind help from your side.

                        My flat is at Badlapur west. My Consumer no is[protected] and my meter no is 02428944 This flat is locked and because of which we are not consuming any electricity. Whatever minimum charges are comign I'm paying it with online nnetbanking. But this time for Aug-2014 this bill came as Rs. 440 and the online bill shows meter status as "No Meter". Attaching copy of this bill with this mail. Can you please let us know 1) why I've got so much amt. Rs. 440 as there is no consumption. 2) And why its showing as NO Meter.                           Myself Kalachand Gangopadhyay is a regular customer ( Customer id[protected] of your Co. I used to pay my electrical bill amout by HDFC credit card in every month. Pl refer my Transanction ID - [protected]. In-spite of that some crew member from your company came to my flat to Disconnect the Power connection today. I am so surprise that without checking payment status how the person dare to act like this without giving prior intimation. Pl do your duty in correct way.

I undersigned Shri Anil Pandharinath Choudhari request you to correct Shri instead Smt before my name in your billing and all documents. Before 3/4 years back, the name was correct as Shri Anil Pandharinath Choudhari, but how it changes I don't understand.                               sir I Mr Masoom Ainarkar from murud taluka Dapoli had a complaint against the officer incharge Mr Thorbole is not doing his duty properly and so we are facing lot of problems for last 10days we are getting 4 to 5 hours electricity in 24 hrs and the officer in answer is replying that we could not find the fault through the line also the officer is rude and arrogant .I request to the higher authorities to go through my compliant and solve our problems.the name of the officer is Mr Thorbole and his number is[protected].

                                    Dear Sirs, Re :Consumer no[protected] Erratic billing for past 5 years and the current bill dt 25/06/14 for Rs 68690, including Rs 17, 157 towards the current cycle We refer to our earlier communication dated July 7, 2014 and June 25, with MSEB Officials at Nerul, pointing out that the complaint has to be treated differently – that is as a consistently erratic billing history for the past five years. There is certainly something beyond what is obvious–things like wrong meter or high meter reading on account of wiring etc. We have, however, made the payment against the bills, under protest. There is significant increase in the consumption shown – from an average of 300 units in[protected] to 600 units in 2011-12 to High billing of 1500 units for June 2015. Our lifestyle has changed to warrant five- fold increase in consumption.! 600 units in April may be taken given the necessity to solve the issue somehow but 1242 units in May and 1510 units in June are atrocious! We have been consistently reporting the problem but the problem persists. Kindly get to the root of this issue and let us resolve it together . Please do not insist on payment of further bills till the problem is resolved, as a middle class family cannot bear such burden. To begin with, kindly have the meter reading checked immediately and get to the root of the problem and treat the amount deposited as deposit.
