Rto Sujangarh — rejection of learning licence application

My application for ll is rejected by rto sujangarh on the basis that i have proof of residence of sardar shahar (Dist: churu) 331403 and not of sujangarh (Dist: churu) 331507.
I had filled up the application online and made payment and booked the slot. It was nowhere mentioned that we should have proof of residence of the particular place only for application of ll neither in the application nor on the website.
I am aggrieved with decision of rto sujangarh and i have also made payment of rs. 200/- for ll application online.
