TATA DOKOMO GSM SIM PREPAID — SIM registered against some unknown person

I bough a DOKOMO SIM, and activated on 7th December.
On 10th november when i login in my TATA-DOKOMO account, it showed address, which was not mine.
So i called the retailer, they told me to submit a fresh document again.
And after some days again, so i have posted document twice.
But till now the same incorrect address appears.
My problem is when my SIM is registered against some unknown person, then some unknown person is using SIM ,which is registered against my document.
Now if he/she do anything wrong then i'm going to be in trouble.
I've connected to customer-care many times. they just told me PLEASE CONTACT THE RETAILER.
Now what to do to ensure that no-one (other than me) is using SIM registered with my voter card.
