Prabhu Owners Association — whimsical behavior of chairman/secretary, non issue of certificate

I am getting installed solar pv power system on my personal penthouse terrace over which i have all the rights. The terrace has entry through staircase from my drawing room and is other than the common terrace of the building.
There is only one electric meter and only one entry which is from inside my penthouse apartment.
I have all the documents, like impact fee receipt, construction use permission, gruda approved plan showing my penthouse with extended terrace etc, besides share certificate, allotment letter etc.
In-spite of all these, the chairman/secratery do not isuue terrace rights certificate and no objection certificate.
Due to this i am losing rs 37000 subsidy.
Besides this there are other problems like profusely leaking overhead water tank, heavy seepage of waterin my penthouse, lift being run without licence,
Non payment of maintenance by closed flats, non issue of receipts for money collected, no maintenance of the apartment building since last 17 years, illegal construction in the parking area covering 3/4th of the parking area, damaging of vehicles including deflating tyres etc.
The registration number of the society is ntc 8562.in the name of prabhu owners association
