POOR CONNECTIVITY

I HAVE RELIANCE BROADBAND CONNECTIVITY (POST PAID) WHICH IS VERY POOR HENCE UNABLE TO USE EVEN 10% OF THE MINIMUM CAPACITY EVERYMONTH BUT BEING PAID FOR FULL AMOUNT. SEVERAL QUARRIES DID NOT SOLVE THE ISSUE.
