Binoculars — Not receiving Binoculars through USPS

Hello Folks,
I had purchased one set of Binoculars (VORTEX made- For Bird watching purpose) from OpticSale.Com on 03.03.2010 through my credit card. The total price was $ 278 including USPS charge of $28.The credit card was charged on 19.03.2010 and the item was dispatched on 21.03.2010 through USPS. Till today (02.04.2010) the status is like following:

I do not really understand that when it is out of Foreign customs on 25.03.2010 at 11.59 AM then how it is again in foreign customs on 29.03.2010! Can you someone explain me?

Can you also inform me that what I might do from Bhopal (MP) to get my binoculars? Will I get it at all?
