Postal Department India — regarding delay in speed post university forms

i booked the speed post from sector 14 S.O chandigarh post offfice branch on 22.april.2014, for new delhi(jamia milia islamia university, new delhi).it should have reached there within maximum 3 days.after this time limit., it counts for the liability of postal department. its 30th of april today and it is the last date of submission of forms in the university and the form hasnt reached yet. who counts for such a carelessness? indian government?? or the department ?? i want a complete answer to my complaint. my speed post consignment number is EP[protected]IN i had to send a person from my family today to get the post dispatched from new friends colony S.O new delhi. i still dont know if my form will reach on time or not. i want to register a case against the postal department.(i am a law student) answer to my complaint as soon as possible
