[Resolved]  School Notice — Fee Hike / Arrears

Dear Sir,

I want to get confirm from Department of Education basically that the schools have now given the notices to all parents for submitting the fees with arrears for the months of September 2008 to March 2009 - Rs.300 Pm X 7 i.e. Rs.2100/-. I have seen some news regarding the same in the Hindustan Times, Hindi paper that no school has permitted from DOE to ask hike price of fees and arrears from the parents even no any circular / instructions given by DOE.

I am briefing the circular herein below which has given by DARBARI LAL D.A.V. Model School, (ISO 9001:2000) BN Block, Shalimar Bagh, Delhi - 88 to submit the arrears with fees with a bottom line note i.e. "In case you want your ward to leave the school you have to clear the arrears before applying for School Leaving Certificate (SLC)”.

If it is wrong and you have not given any instructions to the schools why they are circulating this kind of notices to the parents and giving pressure / harassments to the parents for submitting the arrears.

You please intervene in and confirm me about that this was instructed by you or not, if not please do the needful and also confirm us about the same where we have already submitted the amount of arrears as they have demanded from the parents in circulars.

Your urgent reply will be highly appreciated.


Briefing view of Circular

Dear Parents

In continuation to our earlier circular no. 25/[protected] dated 12/01/2009 you are requested to pay the increased fees as per Govt. Directives.

As you all are aware that due to enhanced of salaries of the teaching and non teaching staff members of the schools as per recommendation of the GOVT central commission, the quantum of hike in fee was under consideration of the Govt. of NCT of Delhi and that the amount of fee likely to be increased was 50% to meet the increase in expenditure towards salaries of the staff. The Govt. has recently decided to allow hike in fee for school by Rs.400/- per month. The hike in fee is effective from 01-09.2008 according to it. Although the fee hike allowed by the Govt. will not be sufficient to meet the enhanced expenditure on salaries, the shortfall will have to be managed by the school by restricting expenditure on various activities of the school.

Fee Arrears for the months of Sept. 2008 to March 2009 - Rs.400 x 7 i.e. Rs.2800

Arrears for 6th pay Commission (to be paid in two equal installments i.e. April, 2009 & September, 2009) i.e. Rs.3500/-

Kindly pay the fee by 13.02.2009

It is a big issue faced by every parents and quiet surprised no one has replied. Is there any procedure and norms has been issued by DoE to fix the arrears per child. Many schools include maintenance charges, other miscellaneous charges along with the arrears circular? IS it acceptable? If every school is demanding 12000 arrears per student against the payment to teachers and other staffs, will it be treated as a genuine one? Already the school fees were charged w.r.to the market price ( because schooling is becoming a business rather than great services ) in previous years. It is increased every year at least 20% by an average.

Along with the notice of arrears, justification should be attached along with last 3 year balance sheet, HR liabilities and income through Students by the school management or call a PTM and fix the amount after discussion. All parents are not working in government sector and school should not force the burden on parents. Government should involve and solve it otherwise it will yield a frustration among parents.
Education Minister and Chief Minister please listen to the plight of the parents in Delhi.
Ryan International School Rohini is charging between Rs 50, 000 to 60, 000/- as donation on the name of charitable trust that they have, besides the exorbitant Fee and Development Fund on the name of building. As parents are already over burdened, so if they want to implement the new pay scales they should go to the government and explain how they charge DONATION and other charges and use this money and ask for GRANT to pay the new pay scales to the teachers.
Dear Sir,
Bansal Committee had submitted his Report recommending Rs.100 to Rs 500 fee hike, but it is shocking Govt. Of Delhi has given green signal to all Schools to raise its Fee on their own.
Even all old Schools are also raised Fee in same manner.If You see the Schools of DAV College Management Society, situation is equally worse.They have nothing to do with the principles of Swami Dayanad or Mahatma Hansraj but the main moto of all schools have become How to collect more money.
I don't want to name any particular School but fail to understand the Fee Hike in 25 years old Schools.
To my mind their fee structure was already on higher side but in liew of Fee reduction they also hike on same Pattern.
I am requesting to the office bearer of DAVCMC please replace the name of SWAMI DAYANAND or DAV as the attitude of said schools are contarary to the teachings of SWAMI JI.

as far as fee hike is concerned .It has been implemented.But whether they are paying salaries as per 6 pay commission
