Sir, I got my old PAN card most probably in the year 1998-99 while I was working in Indore, Madhya Pradesh during which this much communication facilities were not there; In that they (the PAN card issuing authority in Bhopal) had mentioned My Name as Sankar Lingam Ramakrishnan instead of S.Ramakrishnan which is in my Secondary School Leaving Certificate, Diploma Certificate and off course in my office records from the joining date (09/03/1978) till date and in my SBI S.B. A/c (cheque book) records. PAN Card was not at all used / useful to me till last year except writing the PAN number while submitting the IT Return every year. But when I applied for SBI Life last year they asked for PAN card and they mentioned my name as Sankarlingam instead of Ramakrishnan and while I applied for Personal Loan this year the also made remark of this name problem; afterwards they accepted other proofs and sanctioned me the loan. Thus the Pan Card instead of helping me troubled me.
Thus I applied for change in my name in the Pan Card through an agent who received Rs.300/- for making change in the PAN card; First I received a reply that the Father name in the ITD database and in the application are not telling; they (NSDL) told to submit a certificate for changing in the Database; I submitted; Then again they told that the Identity proof of the Certifying officer is not received even though I had definitely enclosed it (I believe purposefully someone in the NSDL might have removed it). Again I have submitted the proof; But now they (NSDL) are telling that my application is not valid because my name certified by the officer as S.Ramakrishnan is not tallying with their record in ITD database; They (NSDL) tell that again I have to submit a certificate from a (third) gazetted officer; (even though I myself is a gazetted officer) regarding my name though I had already attached the copy of my SSC certificate, copy of Ration Card, copy of paid Electricity Bill, copy of Present Office ID issued by the Home Ministry which are not sufficient to them or not valid to them ( It may be possible that they (NSDL) may tell that these documents were not received because the can do any thing and are very light about these matter); Perhaps if a bocus (False) certificate is issued by a local illiterate MLA, they might have accepted at the beginning itself; Let the services of the NSDL continue in this manner; Let their God (God Father) blesses them.
